AUTHORIZING A BUDGET ADJUSTMENT ASSIGNING $5 MILLION FROM HEALTH DEPARTMENT FUND #350 FUND BALANCE TO BE USED IN CAPITAL LINE ITEM FOR NEW PUBLIC HEALTH FACILITY

WHEREAS, a new Kane County Public Health facility would respond to the COVID-19 public emergency and it's negative impacts on Kane County; and
WHEREAS, a new Kane County Public Health facility would enhance the County's ability to respond to future public health emergencies, to accommodate the pandemic related increased demand for services, and feature improved accessibility design, providing better access to essential programs and services, thereby improving overall health outcomes and reducing disparities in the Kane County community; and
WHEREAS, Kane County Health Department seeks to move its primary facility to a more centralized location within Kane County to better serve all residents, and
WHEREAS, the Health Department seeks to have a space that will support current and future growth of services to provide to residents, and
WHEREAS, the plan for the new facility will include space that will be used to address emergency planning and response, infectious disease control, environmental health concerns, and behavioral health programs, and
WHEREAS, the current Health Department facility no longer serves the needs, has building code issues, does not provide good public accessibility, has recurring environmental issues and was deemed to be in "poor" condition when reviewed as part of the County 2023 Facility Needs Analysis, and
WHEREAS, a funding proposal of $31 million has been put forward to the County Board that includes utilization of multiple funding sources including, but not limited to, ARPA funding, General Fund Reserves, Capital fund, and utilization of the Health Department fund reserves.
