Public Comment (Agenda Items)  
Dundee Township Supervisor, Arin Thrower, shared her concerns and suggestions for  
the Ride in Kane Transit Program. Dundee Township is responsible to enroll residents  
into the program and support it financially. Over the last five years, Dundee Township  
has averaged $50K to$75K annually for the program. Recently, the cost of the program  
has tripled. Thrower stated that $15K per month is not sustainable for Dundee  
Township to participate in the transit program. While the cost is increasing, service  
level and customer care has decreased. Thrower listed the numerous occurrences.  
She has received resident's calls sharing their frustrations with the program. She noted  
that Dundee is not the only township and municipality having these issues. Many  
representatives have met with Pace Bus to come up with solutions. They believe a  
coordinated system would be beneficial to the residents. Pace Bus is in support of this  
idea as it would streamline their back end processes and provide access for seniors  
and those with disabilities across the entire County. Thrower stated Lake and McHenry  
Counties already offer this borderless Countywide para-transit service. She urged Kane  
County to offer the same. She asked the Transportation Committee, County Board,  
and Madam Chairman to establish Kane County as the lead provider and to fund this  
program in it's entirety. In the meantime, Thrower stated she would continue looking  
into local funding solutions to ease the financial burden that has been placed on  
Dundee Township.

Planning & Programming Report  
A.  
KDOT staff Forbes stated the monthly Planning and Programming Report was  
on file. She reviewed the contents of the November/December edition of the  
Kane Kendall Council of Mayors newsletter. She spoke on the Surface  
Transportation Program - Local. This project will fill the program for Federal  
Fiscal Years (FFY) 2028 and 2029, as well as the Contingency Program for FFY  
2025 through 2029. All applications are due on December 22, 2023. Forbes  
spoke on the Ride in Kane program. Currently, there are 73 registered riders  
under Kane County sponsorship. Forbes stated that with the partnership of staff,  
Pace has launched a customer service satisfaction survey for the Ride in Kane  
Kane survey".

Permitting Report  
A.  
KDOT staff Nika stated the monthly Permitting Report was on file. He  
highlighted the listing of major access permits. Access permits will decrease as  
result of construction activities coming to a close. He commended staff for  
getting permits completed.  
Kirk Road & Division Street Concept Plan for Access  
B.  
KDOT staff Nika presented the Kirk Road and Division Street Concept Plan for  
Access. He stated that KDOT has been reviewing a site development concept  
with proposed access to Kirk Road, located at the southeast corner of Kirk Road  
and Division Street in the City of Geneva. Nika shared a map and concept site  
plan depicting the location of this proposed site. The 54-acre vacant land is  
proposed for development as the "Bullock Campus" site. Access to the site is  
proposed via the construction of the east leg of Kirk/Division intersection, which  
lies on the municipal boundary between St. Charles and Geneva. Nika explained  
that the proposed access is consistent with KDOT's Access Control Regulations.  
The existing 1996 intergovernmental agreements (IGAs) with the City of St.  
Charles and the City of Geneva did not approve the access, and because Kirk  
Road is a limited access freeway, KDOT will be pursuing a new IGA with the City  
of Geneva for this purpose. Nika noted that the long-range transportation plans  
have depicted both Division Street and Geneva Drive extending between Kirk  
Road and Kautz Road. The proposed site plan would show access at Division  
Street and the construction of Division Street along the site's northern property  
line. The site plan does not show a future extension of existing Geneva Drive to  
Kirk Road. KDOT staff is recommending no access to Kirk Road at Geneva  
Drive. This would eliminate the future necessity of signals at Kirk and Geneva  
Drive and is a cost savings to the County. Nika stated that the City of Geneva is  
supportive of the proposed development and no access at Geneva Drive.  
Today, KDOT staff is seeking the Committee's feedback and direction regarding  
drafting a new IGA. Nika addressed questions and comments from the  
Committee. Discussion ensued.  
Mayor of Geneva, Kevin Burns, stated that the company, A.J. Antunes & Co.,  
has selected this site and has worked with BEI Properties, is a global company.  
They are moving their headquarters from DuPage County to Kane. When the  
campus is complete, they will employ 2K people. Burns stated this is the type of  
development that the City of Geneva is seeking. He thanked everyone for their  
support. He shared his confidence in the project and all parties involved. Further  
discussion ensued.  
The Committee provided consensus to work with the City of Geneva and  
develop the site plan.

Traffic Operations  
Traffic Operations Report  
A.  
KDOT staff Zulkowski stated the monthly Traffic Operations Report was on file.  
He highlighted that KDOT staff has been working diligently on a data-driven  
investigation on road safety surrounding Kaneland High School. In August 2023,  
a fatal accident occurred near the school. Zulkowski stated that staff is currently  
processing all of the data and he hopes to have more information to share at the  
next Committee meeting. Zulkowski addressed questions and comments from  
the Committee.  
Zulkowski shared photo exhibits of an accident that occurred on October 29,  
2023 at the intersection of Orchard Road and West Galena Boulevard in the City  
of Aurora. A semi-trailer collided with an electrical facility that controls the traffic  
signal, the roadway street lighting, and a box that houses the energizes those  
facilities to ComEd. Zulkowski highlighted the level of service that KDOT has  
under contract. These services provide routine and emergency response to  
repairing these facilities. While those facilities are being repaired immediately,  
there are plans to get more permanent fixtures established to control the traffic  
lights. Zulkowski wanted to showcase that staff and contracts have major value  
and have helped to facilitate repairs to continue operations. Zulkowski  
addressed additional questions and comments from the Committee. Discussion  
ensued.

KDOT staff O'Connell stated the monthly Project Implementation Report was on  
file. She explained that the design section of the report lists the finalizing plans  
and specifications for the 12 projects KDOT plans to bring to construction  
starting in the new year. She stated that KDOT has six yearly contracts that they  
will bring to the Committee for vote in 2024. She provided numerous  
construction photographs and provided additional information on them.
