Remote Attendance Requests  
Vice-Chairman Linder announced the remote attendance requests for today's meeting.  
He asked the Committee if there were any objections to Committee Member Tarver  
attending today's meeting remotely. There were no objections.

Public Comment  
Kane County Historian Shepro stated on November 12, 1775, General Washington  
issued an order to discourage the colonels and regiments from each claiming bounties  
for enlisting new soldiers. Washington decided that the first person to prefer a new  
recruit would be entitled to the bounty. Shepro quoted General Washington's order,  
"The Officers are to be careful not to enlist any person, suspected of being unfriendly to  
the Liberties of America, or any abandoned vagabond to whom all Causes and  
Countries are equal an alike indifferent. (Committee Member Garcia arrived in-person  
at 9:02 a.m.) The Rights of mankind and the freedom of America will have Numbers  
sufficient to support them, without resorting to such wretched assistance. Let those  
who wish to put Shackles upon Freeman fill their Ranks, and place their confidence in  
such miscreants."

Vice-Chairman Linder stated the monthly financial reports were on file. No  
additional report was made.

Health Insurance  
A.  
HRM Exec. Dir. Lobrillo stated the monthly report was on file. She spoke on the  
expected upward trend on the Blue Cross Blue Shield (BCBS) invoice. She  
stated with the new trend, the current invoice is within tolerance.  
Risk Management  
B.  
HRM Risk Manager Larson stated that at the November 11, 2025 Kane County  
Board meeting, a resolution was passed to renew insurance. He explained that  
the County worked with their new insurance broker, Alliant, to lower premiums  
and adjust coverage to maintain the risk tolerance. Alliant was able to maintain  
relationships with Safety National for workers' compensation insurance.  
Additionally, Alliant found the County a new carrier for liability insurance. Larson  
stated that the County was happy with the process and looks forward to working  
with the new carriers.  
Staffing

HRM Exec. Dir. Lobrillo stated that monthly report was on file. She explained  
that if the Committee would like more detailed information or discussion  
pertaining to staffing, let her know. Lobrillo addressed questions and comments  
from the Committee. Discussion ensued. (Committee Member Allan arrived  
in-person at 9:08 a.m.)

Authorizing Magellan Healthcare, Inc. as Kane County’s Employee Assistance  
A.  
Plan Provider for 2026  
HRM Exec. Dir. Lobrillo introduced this resolution. She stated Magellan  
Healthcare is the existing provider the County has used. This resolution would  
approve the contract for the next year. Lobrillo explained that due to a state  
statute change that included the expansion of mental health benefits being  
included in the County's health plan, the County decided to scale back from five  
covered visits to three. She reviewed the coverage, such as appointment  
assistance and expanded benefits. Lobrillo addressed questions and comments  
from the Committee. Much discussion ensued.

Authorizing Addition of an Employee Performance Evaluation Policy to the  
Personnel Policy Handbook

HRM Exec. Dir. Lobrillo stated that this is an addition to the Kane County  
Personnel Policy Handbook. She explained that the handbook does not have a  
current policy for employee performance evaluations. Lobrillo stated that when  
the County's Compensation Policy was passed, it included a clause that in order  
to receive a merit-based increase, the employee would need to complete an  
evaluation. She explained that this policy moves to require an annual evaluation  
of employees by their department. Lobrillo addressed questions and comments  
from the Committee. Much discussion ensued.
