Public Comment  
Marc Avelar, Algonquin, spoke on the County Board reorganization and proposed  
referendum set to be on a voting ballot on April 1, 2025. He stated that now that the  
election has concluded, there is still important business to complete. He hopes that the  
new County Board will take the lessons learned and move forward. He spoke on the  
proposed referendum for the Special Retailers' Occupation Sales Tax. In his opinion,  
the County Board is asking for too high of a percentage. Avelar explained that if the  
referendum is passed, the County will only receive two months of this sales tax  
revenue. He noted that McHenry County had to learn this lesson the hard way. Finally,  
as the County Board looks to reorganize, he hopes that the lessons and operations that  
have worked well are done. At his first appearance as a public speaker to the  
Legislative Committee, he spoke about a podcast that shared information on legislative  
challenges and the need for help from the federal legislator.

Monthly Financials (K. Hopkinson)  
Monthly Finance Reports  
A.  
Chairman Pierog moved to the Public Information Officer (PIO) Update.  
Fin. Exec. Dir. Hopkinson stated that monthly financial reports were on file. She  
highlighted that the sales tax revenue has been coming in under budget. She  
explained that sales tax money is distributed to local governments based on  
actual returns. The Local Government Distributive Fund and the Personal  
Property Replacement Tax (PPRT) tax revenue is distributed based on an  
estimate, which is trued up by the end of the year. Hopkinson spoke on the  
PPRT. In the past, this tax revenue was approximately $2M to $5M. However,  
up until a few years ago, the Illinois Department of Revenue stated that they  
have over estimated the amounts distributed and will continue to decrease this  
amount to all local governments over the next few years. Hopkinson stated that  
the difference to the County's General Fund is approximately $2M. She shared a  
graph depicting the amounts of the PPRT that the County received. Hopkinson  
spoke on the Cannabis Tax revenue. She noted that Kane County receives this  
tax from Federal and State. She highlighted the County's Collective Bargaining  
Agreements (CBAs). Currently, the County will have three CBAs that are set to  
expire at the end of this month. Hopkinson reviewed the Total Salaries, Including  
Overtime, by County Office/Department table. She highlighted the activities of  
her department. She explained that the Finance Department has begun  
preparing for the annual audit. Staff is continuing to finish the FY2025 Budget.  
Hopkinson addressed questions and comments from the Committee. Discussion  
ensued on the Request for Proposal (RFP) for the County's Strategic Plan and  
the selection process.

PIO Update (J. Mann)  
PIO Mann provided an update on the activities of her office. Recently, the County  
hosted a media event for the newly purchased building in Elgin for the satellite offices  
for the Kane County Health Department and County Clerk. She showed her  
appreciation for all the County Board members that were in attendance. The County  
had another successful blood drive and is being asked by the American Red Cross to  
continue hosting these events due to their success. Additionally, the Office of  
Emergency Management (OEM) is holding a coat drive for Mattie's Mittens on Sunday,  
November 10, 2024 at 10:30 a.m. at the Kane County Government Center. OEM will  
be excepting warm clothing for all ages. On November 20, 2024, the County will be  
hosting its annual Geographic Information System (GIS) Day at the Kane County  
Government Center in the auditorium. Mann stated that Information Technologies (IT)  
staff, Blair Peters, is currently in New York to appear on the Drew Barrymore Show with  
service dog in training, Maui. This episode will air on November 11, 2024 at 2:00 p.m.  
on CBS. Mann explained that Kane County Connects continues to go out to the public.  
Today's addition is dedicated to Veterans' Day. All Veterans' Day celebration events  
across the County have been listed. Additionally, this edition highlights a story about a  
veteran's box of memorabilia that was given to the Kane County's Veterans' Assistance  
Commission. Mann has continued to search for the family of this veteran, in order to  
give this memorabilia to them. Lastly, Mann asked for the Committee's feedback  
regarding Kane County Connects and any possible improvements that could be made.  
Mann addressed questions and comments from the Committee. Discussion ensued.  
The Committee moved back to the Monthly Financial Reports.

Chairman Pierog shared that the Kane County Sheriff's Office (KCSO) will bring forth a  
resolution at the County Board meeting. She noted that this resolution is just  
house-keeping. It is an intergovernmental agreement (IGA) between Kane County and  
LaSalle County to house detainees. The reason for this resolution is to cover staff  
holiday pay and overtime. Many staff members are requesting to use their paid time off  
(PTO) for the holidays, along with repair work that is being completed. Discussion  
ensued.

Madam Chairman's Comments  
Chairman Pierog congratulated all those that were apart of the election cycle. She  
hopes to continue bi-partisan relationships for the benefit of Kane County. Pierog  
announced that she has been invited by NACo to attend a conference at Harvard  
University. Attendance at the conference is by invitation only. The conference is for the  
leadership of County Board Executives on November 20 through 22, 2024. Pierog  
noted that she will bring back a report for the Kane County Board.

Legislative Update  
McGuireWoods Representative, Greg Bales, provided the Federal Legislative Update.  
On the federal level, the legislators are going to try to accomplish numerous tasks  
before the change in chambers. The biggest item that the would affect the County is  
the appropriations process. Congress passed a continued resolution that extended  
funding through December 20, 2024. Congress will return November 12, 2024. In this  
process, there are traditionally 12 appropriation bills that fund different parts of the  
federal government. Congress tried to pass these 12 individually, but will likely package  
these bills in a large omnibus, or minibus, which they would pass six bills at a time.  
Bales stated that he is optimistic Congress will get this accomplished. Included in these  
12 bills are items that are earmarked for the County. McGuireWoods will be advocating  
and monitoring these items on behalf of the County. Bales explained that Congress will  
need to finish the National Defense Authorization Act and Farm Bill. This Farm Bill will  
include insurance packages for farmers and SNAP food benefit program for residents.  
Congress will need to address numerous health care matters before the end of the  
year, such as reauthorizing the Health Care Safety Net Programs, which include  
funding and the authorization of community health centers. Congress is likely to  
postpone Medicaid payment reductions to safety-net hospitals. Additionally, there are  
numerous items that are set to expire next year, such as the ACA Premium Tax  
Credits. In Bales experience, Congress will most likely take all of the health care  
priorities and try to bundle them into one package for vote. By the end of the year,  
Congress will likely have movement in the Senate to confirm appointments to the  
judiciary bench. There may be confirmations for non-controversial multi-year positions  
in the federal government. Congress has a lot to accomplish in a small amount of time.  
McGuireWoods Representative, Louie Mossos, stated that after the election, all 118  
members of the Illinois House of Representatives and a third of the 59 members of the  
Senate were up for re-election. He explained that the democratic party has maintained  
their majority in Illinois. In the House, democrats have secured their 78 confirmed  
seats, and the Senate with 40 seats. Mossos stated that a veto session will occur within  
the next two weeks. There is anticipation for a short lame-duck session in January  
2025 before the new General Assemlbly is sworn in. In light of the election, the veto  
session is expected to be busier than usual. Currently, legislators and leadership are  
reviewing numerous laws that need to be strengthened to prevent any potential  
adverse action from Washington D.C., with focuses on health care, reproductive rights,  
and environmental protections. However, this has all developed within the last few days  
and there is not a concrete veto session agenda. Additionally, Governor Pritzker has  
signed Senate Bill 3173 on August 9, 2024. This legislation permits the County to lease  
or license its fiber optic/broadband network. This could potentially generate  
approximately $5M over the next 10 years for Kane County. This bill stalled due to  
competition concerns from TeleComm and cable companies. McGuireWoods worked  
with opponents, Board leadership, Kane County Information Technologies Department,  
and the Illinois Farm Bureau to craft a strong bi-partisan solution that benefits  
everyone. Senator Don DeWitt and Representative Anna Moeller were the sponsors on  
this bill and it passed unanimously. Additionally, legislators have been working on  
transportation matters. There has been interest expressed on overhauling Illinois transit  
agencies and how it operates. Mossos stated there have been numerous meetings  
conducted around the State, including one at Elgin Community College on August 28,  
2024. He explained that County Board Chairman Pierog testified and made sure that  
any legislation drafted on this matter will protect the County's interests. These transit  
merger bills will be heard in next year's legislative session. Lastly, Mossos stated that  
the Illinois Governor's Office of Management and Budget (OMB) published a mandated  
five-year budget projection. It is projected that the State will have a $3B deficit in the  
next fiscal year. Governor Pritzker did not show much concern on this matter and has  
been able to work with the General Assembly and balance the budget or run surpluses  
every year he has been in office. Pritzker did state that the OMB report is a  
forward-looking forecast that does not assume any changes in statutes, economic  
growth, or efficiency changes. McGuireWoods Representatives addressed questions  
and comments from the Committee. Discussion ensued.  
The Committee moved to the Executive Session.

Committee Member Davoust spoke on the hiring of Mike Zakosek for the County  
Engineer and Director of KDOT. He anticipates a smooth transition.
