Public Comment  
Committee Member and Kane County resident David Young spoke on the proclamation  
for National Gun Awareness Day in Kane County that was passed last month.  
(Committee Member Arroyo arrived at 9:05 a.m.) He indicated that in 2023, the Kane  
County Coroner's website reported that gun violence accounted for thirteen homicide  
deaths, and fifteen suicide deaths. Considering the fact that these deaths were  
associated with mental illnesses, Young explained that the number of gun-related  
homicide deaths is significantly less than the amount of deaths from falling, drug and  
alcohol, intoxication, and motor vehicle accidents. Young suggested that the public  
health committee focus more on reporting health issues that actually affect people,  
such as heart disease and the affects from vaccines.

A.  
Environmental Health Supervisor Colleen Nyland shared information about the  
Temporary Food Program. She stated that the Temporary Food Program is a  
food service operation that sells or serves food on-site as part of an event or  
celebration, such as fairs and festivals. Nyland stated that the duration,  
frequency, size, and scope of an event can range very significantly. The types of  
vendors at these events are farmers markets, mobile units including trucks,  
trailers, and pushcarts, and temporary tent vendors. The Kane County Health  
Department is focused on preventing food borne illness risks at these events.  
The goal is to protect the public from food borne illness and injury risks  
associated with temporary food. To do this, it must be ensured that food is  
sourced, stored, and prepared properly before it arrives. It is essential that food  
is protected on site from physical, chemical, and biological contamination, and  
that food handlers are using safe food handling practices. Nyland explained that  
prior to events, all food needs to be prepped in a licensed and inspected  
commercial kitchen. During an event, temperature control, cross contamination,  
preparation area, and hazards from chemicals, fire, and flooding are inspected.  
An event coordinator form must be completed prior to the event, and permit  
applications need to be submitted five business days prior to the event. Much  
discussion ensued.
