KDOT staff Forbes provided the Five-Year Transportation Improvement Program
(TIP) Project List. She stated an additional project was added to the list: Jericho
Road from Dugan to IL Route 47. Forbes stated they are still working on the
financial forecast of these projects. She hopes to have the entire TIP presented
for approval at the next Transportation Committee meeting. KDOT staff
addressed questions and comments from the Committee. Much discussion
ensued.

KDOT staff Nika stated the monthly Permitting Report was on file. He spoke on
the development access considerations and agreements listed within the report.
Over the next months, these will come in the form of resolutions to the
Committee.

Traffic Safety Investigation - Keslinger Road and Dauberman Road
Chairman Davoust spoke on the importance of road safety and the need to continue
studies on this matter. KDOT staff Jaltuch presented the Engineering Investigation:
Traffic Safety Investigation for Keslinger Road, Dauberman Road, and Meredith Road.
She provided background information on these intersections. She spoke on public
requests and comments for additional safety precautions on these roads. She reviewed
the numerous safety requests. She reviewed the data collected through the
investigation, such as traffic volumes, speed data, and intersection sight distance
survey. Jaltuch reviewed the crash data collected over the last 11 years. Generally, the
severity of crash injuries have decreased over time. Jaltuch spoke on the Illinois
Department of Transportation (IDOT) 2023 Safety Tier. This is a state-wide analysis of
roadway segments and intersections to help identify areas more likely to benefit from
safety improvements. The intersections discussed fall in the medium to low safety tier.
KDOT staff Zulkowski presented the Warrant Analysis for these intersections. He noted
that these intersections did not meet the criteria for 4-way stop signs and/or traffic
signals. He stated that these warrant standards are established by the Manual on
Uniform Traffic Control Devices (MUTCD). Zulkowski spoke on the speed study
completed along Keslinger Road. The speed study did support the existing speed limit
of 45 MPH. There is a 35 MPH school entrance zone during operation times from 7:00
a.m. to 10:00 p.m, Monday through Friday. Zulkowski spoke on the intersection sight
distance. All four intersections meet and exceed state and federal standards. Zulkowski
reviewed crash data of the fatal accident that happened on August 21, 2023. He
reviewed the numerous public comments pertaining to this fatal accident and safety on
these mentioned intersections. In the past seven years, there were 33 accidents.
