Planning & Programming Report  
A.  
KDOT staff Forbes stated the monthly Planning and Programming Report was  
on file. She spoke on the Kane Kendall Council of Mayors Newsletter. Within the  
newsletter, is an overview of the kick-off of the Kane County Safety Action Plan.  
She welcomed the new Regional Planning Liaison Transportation Planner to the  
team, George Kandathil. Forbes stated that the Ride in Kane Program has 84  
registered riders under the Kane County sponsorship. She explained that two  
meetings will take place with township supervisors and Northwestern Medicine  
about becoming sponsors. Forbes provided an update on the 2024 Ride in Kane  
Intergovernmental Agreement (IGA) with Pace. She noted that the State's  
Attorney's Office (SAO) has been reviewing the IGA and has been making  
numerous changes to the language. A meeting will be scheduled with Pace  
leadership to address these changes. Forbes presented the Fourth Quarter  
2023 Ridership Data for the Ride in Kane program. She shared the impact fees  
collected by the service area for FY22 through FY23. The total amount of impact  
fees collected in FY23 was $5,203,362. This is due to the influx of construction  
around the County, reminding townships about the impact fee program, and  
working with the State's Attorney's Office to collect these fees. Forbes  
addressed questions and comments from the Committee. Discussion ensued.  
Forbes shared graphs depicting the trends of the impact fees by current service  
areas.

KDOT staff Forbes provided the Five-Year Transportation Improvement Program  
(TIP) Project List. She stated an additional project was added to the list: Jericho  
Road from Dugan to IL Route 47. Forbes stated they are still working on the  
financial forecast of these projects. She hopes to have the entire TIP presented  
for approval at the next Transportation Committee meeting. KDOT staff  
addressed questions and comments from the Committee. Much discussion  
ensued.

KDOT staff Nika stated the monthly Permitting Report was on file. He spoke on  
the development access considerations and agreements listed within the report.  
Over the next months, these will come in the form of resolutions to the  
Committee.

Traffic Operations

KDOT staff Zulkowski stated the monthly Traffic Operations Report was on file.  
No additional report was made.  
B.  
Traffic Safety Investigation - Keslinger Road and Dauberman Road  
Chairman Davoust spoke on the importance of road safety and the need to continue  
studies on this matter. KDOT staff Jaltuch presented the Engineering Investigation:  
Traffic Safety Investigation for Keslinger Road, Dauberman Road, and Meredith Road.  
She provided background information on these intersections. She spoke on public  
requests and comments for additional safety precautions on these roads. She reviewed  
the numerous safety requests. She reviewed the data collected through the  
investigation, such as traffic volumes, speed data, and intersection sight distance  
survey. Jaltuch reviewed the crash data collected over the last 11 years. Generally, the  
severity of crash injuries have decreased over time. Jaltuch spoke on the Illinois  
Department of Transportation (IDOT) 2023 Safety Tier. This is a state-wide analysis of  
roadway segments and intersections to help identify areas more likely to benefit from  
safety improvements. The intersections discussed fall in the medium to low safety tier.  
KDOT staff Zulkowski presented the Warrant Analysis for these intersections. He noted  
that these intersections did not meet the criteria for 4-way stop signs and/or traffic  
signals. He stated that these warrant standards are established by the Manual on  
Uniform Traffic Control Devices (MUTCD). Zulkowski spoke on the speed study  
completed along Keslinger Road. The speed study did support the existing speed limit  
of 45 MPH. There is a 35 MPH school entrance zone during operation times from 7:00  
a.m. to 10:00 p.m, Monday through Friday. Zulkowski spoke on the intersection sight  
distance. All four intersections meet and exceed state and federal standards. Zulkowski  
reviewed crash data of the fatal accident that happened on August 21, 2023. He  
reviewed the numerous public comments pertaining to this fatal accident and safety on  
these mentioned intersections. In the past seven years, there were 33 accidents.  
Discussion ensued. Zulkowski summarized the recent safety enhancements, such as  
speed limit zone (45 MPH) being established, Kaneland School District sponsoring the  
Kane County Sheriff's Office for AM/PM detail, and the addition of  
northbound/southbound rumble strips. He reviewed pubic feedback and perception  
considerations.  
Chairman Davoust allowed public comment on non-agenda items at this time.  
Zulkowski continued to list the future plans and recommendations to address road  
safety for short, medium, and long-term time frames. He addressed questions and  
comments from the Committee. Discussion ensued.

Project Implementation  
Project Implementation Report

KDOT staff O'Connell stated the monthly Project Implementation Report was on  
file. She explained that the design division has begun their construction letting  
season where they advertise the County's completed design projects to  
contractors for bidding on this year's upcoming construction season.  
Additionally, they are looking at the TIP project list that is being proposed and  
planning work for 2024. Recently, advertisement has been displayed for the  
construction of a culvert on Jericho Road. WIthin the next month, the division will  
advertise construction for the final section of Longmeadow Parkway C2B.  
O'Connell shared a construction photo of the Dauberman Road Extension  
Project. She mentioned that the construction was halted due to the weather.  
O'Connell addressed questions and comments from the Committee.

Public Comment (Non-Agenda Items)  
Gerry Seiwert, 41W987 Silver Glen Road, St. Charles, stated he lives on the corner of  
Silver Glen and Burlington Road. He thanked KDOT for their diligent work across the  
County on safety. Addressing the Silver Glen and Burlington intersection, he spoke on  
the high speeds on which drivers travel, especially through the intersection. He  
explained that he had borrowed a radar gun and clocked people doing 65 to 75 MPH in  
a 45 MPH speed limit. Seiwert noted that this is not a perpendicular intersection and  
has hindered drivers from seeing others. He has requested a stop sign be placed at  
this intersection to slow traffic down and a traffic study be done.
