PUBLIC COMMENT  
Kane County resident Ms. Dinwitte expressed her concern with levy tax increases and  
TIFs.  
Treasurer Chris Lauzen presented data supporting the competency and  
accomplishments of his office.  
Attorney Dan Tulley from Carol Stream spoke on the fear associated with recent ICE  
tactics. He encouraged the board to limit ICE's reach on county property.  
Jennifer Johnson from South Elgin expressed her support of the agenda item limiting  
ICE's tactics on county property.  
Ed Mundt from St. Charles complimented Madam Chair, board members and  
department heads for their diligent work on the upcoming budget. He encouraged  
useful dialog between board members and members of the public to solve any budget  
issues.  
Kane County resident Ellie Warner spoke about Live4Lali, which is a non-profit  
program for overdose prevention. She highlighted provided services, such as peer  
support and recovery coaching at no cost.  
Kane County resident Denise Theobald requested that the State's Attorney draft an  
ordinance that would prevent ICE immigration agents from using county property.  
Brian Anderson from Sugar Grove expressed criticism of the local Democratic party.  
Kane County resident Michelle Bettag expressed criticism of immigration protection, as  
well as county budgeting.  
Brian Frias of Elgin presented photos of and expressed concern regarding chemical  
spraying and various potential poisons in the air.

CHAIRMAN'S COMMENTS  
Madam Chair spoke on the history and significance of Veterans' Day. Additionally, she  
discussed a recent town hall meeting regarding SNAP benefits. She thanked the board  
members in attendance and highlighted the importance of such programs. She  
encouraged participation in local food pantries to assist in the newly created gap in  
food assistance.

Emergency Appropriation and Budget Adjustment to the Fiscal

Member Lenert announced that this emergency appropriation to the 2026  
budget is increasing by $3,118,892, bringing the total amount to $130,073,675.  
He explained that the early adjustment is due to a compromise reached with six  
elected offices when they did not agree on the allocation of the original budget  
amount. He noted that the budget with this appropriation is coming in at 10%  
less than what was asked for last year. He mentioned that there may be a few  
potential new revenue sources.  
Member Allan stated that although the budget is balanced, there is at least $6M  
of capital that is not being spent from the RTA fund, which was intended for  
Transportation as a dedicated revenue stream. Along with $3M being used from  
reserves, the county has stretched to accommodate elected offices that were  
unable to change how they run financially.  
Allan motioned to amend this resolution to return $4.5M of reserves back  
to transportation. Much discussion ensued.
