He asked the Committee if there were any objections to Committee Member Tepe

Public Comment  
Kane County Board Member and resident, David Young, spoke on his concerns about  
non-citizens being qualified to vote, and how this process is handled.

A.  
Supervisor of Assessments (SOA) Armstrong stated that the report is on file. He  
stated that all Townships have now been published, and all  
assessment-complaint filing deadlines have passed. After the first filing  
deadline, the Board of Review is prohibited by stated law from accepting  
complaints based on an error in valuation. Additionally, the courts have  
addressed this statutory deadline and specifically held that the taxpayer's right to  
file a complaint does not continue merely because the board of review continues  
to sit. Armstrong addressed questions and comments from the Committee.  
Further discussion ensued.

Regional Office of Education  
Regional Office of Education (ROE) Supt. Jonak stated that the report is on file. In  
regards to professional development and learning, Jonak stated that there are 1,841  
workshop participants, 4,250 people were fingerprinted, and a total of 520 General  
Educational Development (GED) exams were given. Students who did not graduate  
High School are now able to submit their transcripts to the Kane County ROE to be  
reviewed to determine whether a high school diploma or a GED would be a good fit for  
the student. There were a total of 3,615 licenses received through the ROE. Jonak  
highlighted that there was a total 2,500 home visits over the course of last year. A total  
of 1,209 bus drivers were trained and licensed. He proceeded to explain that all public  
school buildings and school-related buildings in the jurisdiction of the Kane County  
ROE, are inspected annually to assure compliance with the standards necessary to  
guarantee the health and safety of public school students. He explained that the ROE  
completes over 200 health and life safety (HLS) inspections annually for the nine  
school districts in Kane County. Jonak noted that the student services team include a  
range of Alternative Learning programs as well as support systems for students and  
families experiencing hardships. Jonak addressed questions and comments from the  
Committee. Much discussion ensued.

Veteran's Assistance Commission  
Monthly Report  
A.  
Veteran's Assistance Commission (VAC) Supt. Zimmerman stated that  
invitations for several Veteran's Day events will be sent out to the public soon.  
He stated that the VA Medical Center Allocation Clinics, and Veteran Centers all  
remain open, and continue to provide services. Benefit payments are currently  
being processed and delivered, including disability compensation, pension  
education, and housing benefits. Burials continue to be held at VA National  
Cemeteries, and headstones, markers, and burial benefits are being processed.  
Zimmerman announced that the Board of Veterans' Appeals continues to make  
decisions on claims, and that the VA call centers remain open. All suicide  
prevention programs, homeless services, and caregiver support all continue to  
provide their services. Lastly, Zimmerman announced that Kane County Board  
has proclaimed November 4-11, 2025, as Veteran's Week in Kane County,  
honoring the men and women who have served in the United States Armed  
Forces.

Kane County Clerk staff Pollock stated the reports are on file. He stated that  
customer service continues to trend 10 percent higher than last year. In terms of  
revenue generated this year, it is just below $1.6M, and all of it will go back into  
the general fund. Through September 2025, there was over $275K passport fee  
revenue generated.

The Committee unanimously came to a consensus to review the Public Service  
Committee Goals for 2026 at next month's meeting.
