Legislative Update
McGuireWoods Consultant Greg Bales stated that Congress is moving rapidly, and
efficiently through the appropriations process. He reminded the Committee that the
appropriations process is what Congress must do in order to fund the government. He
announced that FY25 budget will run out September 30, 2025. Bales noted that
spending levels of the appropriations committees will be higher than what the White
House has requested.
McGuireWoods Consultant James Sherwood stated that Senate Bill 1909, which is
legislation for Quick-Take for the Randall and Hopps intersection, was sent to the
Governor, and are waiting for him to sign it. There will be a public update as soon as
the signing is completed. House Bill 2442, which is the traffic signal preemption bill for
emergency management, was also sent to the Governor to be signed. Further
discussion ensued.

Chairman Gumz suggested to an amendment to the resolution due to specific
language. Motion was made by Bates, seconded by Linder. Amendment passed
unanimously by roll call vote.

Co-Chair Linder reminded the Committee that the Amended Ordinance 2-48
establishing only one chairperson for the Legislative Committee, and who will serve on
the Executive Committee passed. This will be effective December 2025.
