New and Unfinished Business  
A. Discussion - County Fiscal Year 2025 Budget & Projects  
Chairman Isaacson explained that the Opioid Settlement Fund money would be  
distributed to the County in portions with the total amount being unknown. To date, the  
County has received $1,356,097. Out of the $1.3M, the Opioid Settlement Fund  
Committee has committed approximately $600K in projects supporting substance use  
treatment and specialty courts. The Committee has a balance of approximately $750K.  
Isaacson explained that numerous checks would be deposited for the next decade.  
Approving Opioid Settlement Revenue Expenditure for Forensic Lab Expenses  
and Authorizing Budget Adjustment  
A.  
KCSO Chief of Administration Catich explained that the Sheriff has asked for  
funding for the reimbursement of current salaries for lab personnel and  
expenses. In the future, when funds are available, the Sheriff's Office would like  
to construct a new forensic lab. When this time comes, the resolutions would  
need to be amended. ASA Frank stated that the total amount being approved  
would be $300K for salaries and minor expenses.

Committee Member Strathmann motioned to discuss this resolution, Mosser  
seconded.  
Committee Chairman Isaacson stated that due to the recent information shared,  
it would be prudent to postpone or table this resolution to a later date.  
Committee Member Mosser motioned to table this resolution, Strathmann  
seconded. Motion carried unanimously by voice vote.

Discussion - Opioid Settlement Revenue Expenditure for Specialty Courts  
Expenses and Authorizing Budget Adjustment  
Chairman Isaacson introduced the discussion on the Opioid Settlement revenue  
expenditure for specialty court's expenses and authorizing a budget adjustment. He  
asked the Committee if all expenses should be brought forward for approval after a  
project has already been approved, or should a separate mechanism be developed  
stating as long as the expenses are aligned with the budget submitted, the project  
could move forward. The Committee decided that invoices for approved projects could  
be approved by the Chairman, as long as, it is approved within the confines of the  
approval. Isaacson stated that a resolution would be drafted regarding this new  
process.  
Committee Member Mosser discussed a proposed resolution to appoint a proxy in case  
of a Committee Member's absence. ASA Frank stated that this would be looked into  
and a possible resolution would be drafted.
