Adam Pauley expressed his support for the Pride Proclamation and reiterated the  
significance of inclusion, as well as representation.  
Zackary Bishop, Chair of the City of Aurora LGBTQ Advisory Board, expressed his  
support for the Pride Proclamation, citing his personal connection to the Kane County  
LGBTQ community.  
Jenine Mehr presented an exhibit in support of her opposition to the Elgin TIF.  
Denise Theobald expressed appreciation for the board, as well as her concern for  
misinformation being distributed by other constituents during tax season.  
Carrie Svihlik from unincorporated Maple Park expressed concern with the lack of  
vegetative screens that were agreed upon in special use permits. (Sanchez* arrives -  
10:13 a.m.)  
Kane County resident Ken Zitko presented a resolution for a legally valid 2026 general  
election.  
Kane County resident Jodie Zitko cited her history with Kane County and expressed  
concern with independent election audit findings. She requested that certain measures  
be taken to ensure accurate election results.  
Cathy Flesburg from Huntley shared her recent FOIA results regarding county  
employee salaries and expressed her concern with additional hiring.  
Former Board Member Mike Kenyon expressed his support of John Jonak's potential  
appointment to the Regional Office of Education Superintendent position.  
Carol Geiske from Elgin spoke on working together on property development and  
expressed her support for the TIF.  
Jeanine Meyer spoke on various topics, including socialism leading to poverty and  
freedom versus collectivism.  
Kane County resident Dan Donahue expressed gratitude for the county board. He  
noted his familial history with the county.  
Board Member Jon Gripe shared his views on proclamations as a whole.  
Brian Anderson from Sugar Grove spoke on budget concerns.  
Steven Leffler mentioned that he'd like to see more intercity bike paths to make  
transportation easier. He mentioned other towns that show great coordination in their  
transportation.  
Kane County resident Mark Teatree spoke on budgeting options, citing hidden costs  
and increases, auto insurance increases, medical supplements and property taxes. He  
encouraged the county to be accountable and spend money wisely.  
Kane County resident Yvonne Dinwitty spoke on the purpose of a TIF.  
Carl Dinwitty summarized the previous Finance Committee meeting, as it relates to the  
TIF.

Member Young spoke on transgender sports and how it relates to his opposition to this  
proclamation. He made a motion to amend this proclamation, adding:  
Where as the Kane County Board recognizes Presidential Executive Order 14201,  
titled 'Keeping Men Out of Women's Sports' issued on February 5th, 2025, which  
affirms the Federal government's policy to preserve fair and safe athletic opportunities  
for women and girls by ensuring that participation in women's sports is based upon  
biological sex, consistent with an intent of title nine of the Education Amendments Act  
of 1973.

Springfield Wrap Up  
Louie Mossos from McGuire Woods shared a few items from the recent legislative  
session, including an energy omnibus package, procurement reform and transit reform.  
He announced that the Senate has scheduled the veto session for October 2025, with  
a potential summer date, as well. He stated that a $55.2B budget that had been  
balanced and passed, with no harm done to counties this year, as well as changing the  
current statute that applies to leasing county property. Lastly, he elaborated on the  
transit reform bill, HB 3438 and its related amendments.  
James Sherwood from McGuire Woods followed up with an update on SB 1909,  
regarding state and federal funding for the Randall and Hobbs intersection. He  
announced that it had passed with bi-partisan support and will be sent to the Governor  
in the next week or two. He also announced that HB 2442, an initiative from the  
county's OEM, has a loophole in the statute regarding vehicles not being allowed to be  
used as traffic preemptive devices when responding to an emergency. He noted that  
they were able to get that bill passed with unanimous roll call, as well. He spoke on the  
Senior Freeze confusion and how they will continue to work on this issue on behalf of  
the county. He anticipates positive momentum in both chambers. Discussion ensued.  
SA Mosser spoke on changing the Illinois Domestic Violence Act to remove juveniles  
from mandated arrests, detailing its history and significance. Additionally, she  
announced her office being awarded a grant for the Human Exploitation Unit in the  
amount of $1M. Further discussion ensued regarding solar farm legislation.

Member Gumz reminded the board that she will be attending The National Association  
for County Officials Annual Convention in July. She asked for consensus to attend.  
There were no objections and consensus was had. Discussion ensued.  
Member Arroyo stated that he had the opportunity to attend the recent UCCI  
Leadership Conference in Champaign. He will bring an informational report to the  
board once completed. He noted that he got to meet the Executive Director for Kendall  
County, who had a lot of information for Kane County regarding tax policies.
