Public Comment  
Kane County resident Mike Meyer addressed the resolution for supporting immigrant  
rights. He stated that ignoring laws provides a soft anarchy, which reduces social  
stability. He expressed his concerns with the county's revenue issue, and how that  
relates to the proposed resolution indicating all immigration is welcomed. He stated that  
due process is important, but to be wise at the same time is important.  
Kane County resident Denise Theobald expressed her strong support of the resolution  
to support immigrant rights, human dignity, and fair reform in Kane County. She stated  
that what the Immigration and Customs Enforcement (ICE ) agents and Department of  
Homeland Security (DHS) are currently doing is not border control or law enforcement.  
She recognizes the pain and suffering people are going through, and is sickened it is  
being allowed. Theobald stated that the resolution reaffirms that everyone, regardless  
of where they were born, or the color of their skin, deserve to be treated with human  
dignity and respect. She urged the Committee to vote yes on the resolution.  
Kane County resident Brenda Sanchez spoke on behalf of her Latino community, and  
those who are being targeted. She stated that she has been a member of the Kane  
County community for fifteen years. She feels attacked based on the color of her skin,  
and that the actions done by ICE agents have caused her family and her business to  
be collateral damage.

Legislative Update  
McGuireWoods Consultant Bales* stated that the Federal Government has been shut  
down since September 30, 2025. Congress currently is unable to come to an  
agreement on how to re-open it. He stated that the Republicans in Congress put forth a  
continuing resolution (CR) to continue spending levels for the immediate future at the  
existing level set forth in fiscal year 2025. Premium tax credits matching up with the  
Affordable Care Act to keep premiums low on insurance are going to expire at the end  
of the year. Democrats proposed their own continuing resolution which included a  
number of health care components. The extension of the tax credits is the main  
demand Democrats are seeking in order to provide their votes for a continuing  
resolution. A CR was passed out of the House with all Republican votes. To date, no  
Senate CR votes have passed. Open enrollment for health care begins November 1,  
2025. It is anticipated that there will be an increase in health insurance premiums.  
McGuireWoods Consultant Sherwood stated that next Tuesday, Wednesday, and  
Thursday, will be the final days of the fall Veto Session. He noted that it remains to be  
seen if any of these issues will come to fruition or not. The big issues are transit, and  
the consolidation of the Northern Illinois Transit Agencies. Sherwood stated that the  
Regional Transportation Authority (RTA) has reported that they have enough funding to  
get them through to next summer. House Democrats were gathered last week to  
discuss the type of revenue options they could consider to make up for the funding cliff  
transit agencies are facing. Conversations are ongoing. In addition to transit, the other  
big issue is energy reform. Lastly, Sherwood stated that the biggest issue for Kane  
County is that the current version of the bill includes additional restrictions on units of  
local government regarding zoning approval for renewable energy projects. The State  
of Illinois is considering revenue in tax changes to deal with a budget deficit.  
Conversations are ongoing regarding a revenue package. Further discussion ensued.
