A.
Supervisor of Assessments (SOA) Armstrong stated that the monthly report is
on file. The Townships have certified their assessment roles prior to the
statutory deadline of June 15, 2025. The Kane County Board of Review will
begin hearing assessment complaints in August 2025. He noted that the largest
recipient of tax bills are school districts. Kane County received 3.7% of the
distribution of the 2024 tax bills. The total extension, county-wide, was $1.65B.
To ensure taxes are collected and distributed by June 1st, tax bills need to be
mailed 30 days prior to that date. Armstrong noted that the County Clerk's Office
cannot extend taxes until the State of Illinois reviews all assessment roles,
analyzes them, and issues a state equalization factor. A tax cycle for one year is
about 22 months. There will be an impact on interest lost, if tax bills are late.
Interest lost is the opportunity cost of lost interest on overnight deposits. A
secondary impact of late tax bills is interest cost, which is interest paid on tax
anticipation warrants. Further discussion took place

Regional Office of Education
Regional Office of Education (ROE) Supt. John Jonak and ROE Assistant Supt.
Kathleen Algrim introduced themselves to the Committee. Jonak will succeed Pat Dal
Santo who retired on July 1. He stated that in his first week, he traveled to
Bloomington, Illinois, to meet with other Regional Office of Education Superintendents,
and other staff members for new orientation. Jonak met with the Legislative
Professional Learning Committee, including staff from student services, transportation,
and safety. They will continue to work with these committees to advocate for all Kane
County students.
