Public Comment (Agenda Items)  
(Committee Member Surges arrived in-person at 9:05 a.m.)  
Brian Anderson, Sugar Grove, addressed a quote by Madam Chairman Pierog that was  
published in Shaw Media. He stated that there is nothing unexpected about illegal  
migrants being bussed to Kane County and surrounding areas. He reviewed migrant  
statistics from the Department of Homeland Security and the Illinois Department of  
Human Services. Madam Chairman Pierog would like the public to believe these  
migrants are asylum seekers, but this is not the full story. December 2023 had the  
largest amount of migrants crossing the border at 302K. Since 1975, Illinois has  
allowed 124K refugees to find asylum. That is approximately 2,500 per year. Anderson  
spoke on the government protocols in place to address asylum seekers, such as  
providing assistance with housing, employment, and other services. Anderson stated  
that all migrants illegally crossing the border are not asylum seekers. He explained that  
on January 2, 2024, a New Jersey Democrat Mayor ordered all migrant buses to be  
shipped back to the border. Anderson encouraged the County Board and other mayors  
to do the same.  
Kane County resident, Kenneth Loebel, addressed the migrant buses. He stated that  
this issue is a crisis of humanity and trust. He stands for complete support of humanity.  
U.S. Governments are using humanity as a weapon for political purposes. Cities that  
are unilaterally self-declaring themselves as sanctuary cities. The government and  
corporate entities sponsoring and funding the illegal entry are responsible for this issue.  
Loebel stated that the governments are saying to U.S. citizens that they are no longer  
anything but taxpayers for their criminal activities and pawns to be weaponized. He  
read aloud his e-mail that was sent to the County Board Members. He requested an  
emergency County Board meeting to denounce publicly the abusive use of immigrants  
in a political warfare method, and to deny the access of any transportation of illegal  
immigrants into our tax districts. Loebel stated that this was his formal record of protest  
and a request for a County Board meeting to stand with the citizens, not against. If  
Kane County can utilize a $2M bribe for outsourcing voting to foreign entities and  
purchase new voting machines sponsored by ZuckBucks and if Kane County can  
rationalize the right to vote, then we can regionalize that the government fix the  
immigration laws without being attached to bills. Loebel stated that the City of Chicago  
should be financially responsible for the cost of all illegal immigrants coming to Kane  
County. He noted that citizens are demanding something be done to protect them and  
their legal rights. Kane County and surrounding counties need to stand up to the U.S.  
Congress and Senate and fix the immigration laws.  
Jean Meyer, Elburn, stated she would like everyone to get the idea off the table that  
citizens are racist because we stand against illegal mass migration. Citizens are simply  
asking that immigration be done legally. If there is not a set plan, this will become  
chaos. The creators of sanctuary cities are saying no more because it is now infringing  
on their personal lives. New York State is ahead of us with this problem. We need to  
look to them as a scope of how major this issue can become. Currently, the U.S. has a  
housing, health care, and monetary resource shortage. Meyer stated that Kane County  
has one of the highest tax burdens in the country, and residents cannot be taxed  
anymore. New York City's surrounding counties are saying no to being a sanctuary city,  
and Chicago needs to do the same. We must start blocking illegal immigrants coming  
into our counties. We are not equipped or have the resources to support these  
migrants. The blame lies with the Mayor of Chicago, Illinois Governor, and the  
President of the United States. Meyer spoke on the abundance of crimes these  
immigrants are causing. She noted that most of these illegal immigrants have not been  
vetted. The states, cities, and counties must have a plan in place to protect our  
citizens. This process has not been done correctly. We do not have the resources to  
help. Meyer urged Kane County to forbid the arrival of illegal aliens.  
Donna Pinkston, Geneva, voiced her concern on the fact that Kane County is  
considering to allow the migrants to spend even one night in Kane County. In her  
personal opinion, she believes that the current presidential administration has only  
opened the borders for control and political gain. She stated that she has done her  
research on the cost of illegal migrants entering the U.S. Upon researching, she found  
that the cost to provide for one migrant is staggering. She listed the numerous items,  
such as housing, food, health care, and education, that would be provided to these  
migrants. She asked who would be responsible for this cost and for how long. After  
listening to various governers/mayors that have deemed their cities/counties as  
sanctuary cities, one will see that the Federal Government is not supporting this issue,  
and definitely will not support Kane County. Pinkston reviewed the undesired ways  
Kane County residents could support the arrival and care for these illegal migrants.  
She stated that another large unknown is our safety. We do not know who is coming  
into our country due to them not being vetted. There are a large number of MS-13 gang  
members and terrorists entering the country. We must protect Kane County citizens  
from this.  
Silvia Schrage, Elgin, stated she has a deep love for people and that she would be  
speaking out of love for these migrants. She provided a brief personal experience with  
immigration. After her parent's divorce, she was shipped to Argentina to gain support  
from family. When in Argentina, she grew up very poor, but she had unwavering  
support from her family. Schrage stated that after working with immigrants from all over  
the world, she has learned that the United States gives a false bill of goods to them.  
This is not helping these migrants. They are sold a false life and when they are granted  
access, they are unable to afford to live here.  
Kane County resident, Diana Carter, mentioned that many perceptions are driven by  
mathematical dysfunction. As a licensed clinical professional counselor and a  
substitute teacher, she has had several hundreds of migrants cross her path. Many  
migrants are hardworking, family-oriented, nurturing, friendly, and hopeful. Carter  
explained that her parents were immigrants, but came into this country legally and after  
being vetted. She voiced her dismay with the fact that immigration laws are being  
broken and then followed by extreme hardship. She shared her compassion for cruel  
circumstances these migrants find themselves in, but we need to not set ourselves up  
for failure. We do not need to open our homes up to unwanted or uninvited guests.  
Other countries have poor ways of taking care of their population, but that does not  
make it our responsibility. We have to be careful about pretending that an illegal action  
based on geographic laxness is also a morally justifiable action. There are many heart  
tugging reasons why we should allow these migrants into our country, but this does not  
change the mathematical reality. Her need to help others stops when mathematical  
reasoning runs out. Schools are not able to do what they need to help students, mental  
health professionals cannot help those in need in a timely matter. Currently, there is a  
homeless encampment approximately one mile from her home. Carter voiced her  
concerns of being a victim of crime. So much so, she has considered moving out of  
Illinois. The State of Illinois must consider their citizen's wants and needs. The legal  
concept of expand liability pretends that municipalities that allow illegal people to live  
here are going to face financial consequences, as they get sued for everything, such as  
being a victim of a crime.  
Jonathan Gripe, St Charles, stated that this topic frightens him the most. He requested  
that the County Board make an iron clad protocol to defend Kane County. He voiced  
that he was confused on the discussion title listed on the agenda. To his knowledge  
and several others, there are no established protocols to deal with this migrant issue.  
He wanted the Board to picture a newspaper headline, "Russian Troops have landed in  
several Kane County towns". Many would state that this is ridiculous and that the U.S.  
military would protect them. However, this would not be the case, because these  
Russian troops are being welcomed by the President, Illinois Governor, and the Mayor  
of Chicago. So, here many residents sit comfortable within Kane County not realizing  
this problem could bring about destruction unlike any army could. Gripe stated that  
New York City's Health Commissioner, Ashwin Vasan, has noted that Biden's Boarder  
Policies are producing contagious diseases not seen for decades. The 2.5M recorded  
migrant encounters at the U.S. border in 2023 represents an all time high. Most of  
these migrants come from countries with terrible health care standards. Now, these  
migrants are causing diseases to come to light after being deemed extinct in our  
country. Gripe reviewed the numerous diseases that have come to light within the last  
year. He addressed the possible threat of weapons and lack of background checks for  
these migrants. He spoke on the political gain politicians are seeking from these illegal  
migrants. Democrat Mayor, Sam Joshi, turned migrant buses away and stated it is a  
security and health risk. The small town of Elburn has already put an ordinance in  
place stated that all buses dropping off migrants must have a permit. If the terms of the  
ordinance are violated, the bus company will be fined for each migrant on the bus. He  
urged that County Board to put a stop to this issue before it gets worse.  
Kane County resident, Jenine Mehr, stated she is a Christian and a patriotic American.  
She stated that she loves all people and that everyone is made in the image of God.  
She voiced her thoughts on the suffering of these migrants. She stated that if we do not  
know history we are doomed to repeat it. A world history that is full of slavery. Masses  
of people who worked hard for an existence that we do not have in the U.S. They had  
violence and lack of basic needs. Mehr's father was born in 1917 and taught history.  
Her mother worked hard against the New World Order. All that is before us it is not  
new. It is simple men wanting to control the world. This current New World Order in  
which the masses are merged in to social-economic. Middle-class Americans will be  
leveled to what Mexico and China have as a level of living. Is this something we want  
for the next generation? The U.S. continues to support this process of globalization by  
having our borders open. After reading the Bible and history, we learned that letting  
foreigners into our country in uncontrolled numbers is a serious threat to the nation  
they settle. To keep this free country, we must stop this open border that is being  
allowed for the destruction of our country. Mehr stated that the County needs  
Statesmen that are concerned about the next generation, not politicians that are only  
concerned about the next election. We do not know who is coming into the country,  
because they are not being vetted. We force vaccines on our citizens, but then we turn  
thousands of illegal immigrants into our country to strip us of all resources. Is it okay  
with Board Members that we keep printing federal dollars, not caring what the end  
results are? We must refuse these immigrants.  
Michelle Bettag, St. Charles, explained that back in November 2023, media journalist,  
Ann Vandersteel, warned us against these same concerns we are facing now.  
Vandersteel is an eyewitness at the border to the horrors that are being brought into  
our country. Bettag stated that Vandersteel was very convincing and assured that all  
counties in the Country have sleeper cells placed. As we are seeing now, these issues  
are happening at a very quick pace. Bettag stated that there were 11K migrants, mostly  
male, that were flown into Texas within a 24-hour period, with more on the way  
everyday. Among them are hardcore criminals, sex deviants, and terrorists. Over the  
last three years, many single, 20-year old, healthy males have been crossing the  
borders. This is frightening for all of Kane County citizens. Bettag requested an  
emergency County Board meeting to be held to discuss the measures Kane County  
could take on this issue. She spoke of a personal story about her niece being  
approached by a migrant woman that became very angry. Situations like this will  
continue to grow because basic human needs will not be met. Bettag stated that no  
one would invite a stranger into their home. Why should the U.S. do the same? We  
must protect our citizens.

Monthly Financials (K. Hopkinson)  
Monthly Finance Reports  
A.  
Fin. Exec. Dir. Hopkinson stated the monthly financial reports were on file. She  
reviewed the highlights of the County's General Fund. She stated that the  
County's financial books remain open for approximately seven weeks after the  
end of the fiscal year. This allows past invoices to be submitted for payment. As  
of today, the General Fund for FY23 has $113M in expenses and $106M in  
revenue. This is an approximate $6M to $8M loss within the General Fund. This  
has not happened in many years. Hopkinson highlighted the Select Tax  
Revenues. She explained the color-coded graph provided within the financial  
reports. She reviewed the County accounts in which these tax revenues go. She  
spoke on the Local Government Distributive Fund. She explained that the Local  
Government Distributive Fund is a percentage of the State of Illinois taxes that  
are distributed to local governments based on population. Hopkinson reviewed  
the graph depicting the Local Government Distributive Fund. She spoke on the  
State Cannabis Tax. She noted that the State Cannabis tax was unable to be  
shared publicly until Kane County had five adult cannabis dispensaries within  
the unincorporated areas. She reviewed the State and Local Cannabis Tax  
revenue. Kane County is receiving $100K to $120K per month, which goes into  
the County's General Fund. Hopkinson provided an update on the County's  
Collective Bargaining Agreements (CBA). There are currently six CBAs in  
negotiations. Hopkinson commended the Payroll Division with all of the year-end  
changes. With these, staff had to work over the holiday weekend. Hopkinson  
spoke on the County's offices/department's total salaries, including overtime.  
She reviewed the County's energy costs from the past 10 years. She explained  
the Finance Departments' tasks for the upcoming months, such as completing  
the FY24 Budget Book, year-end and new year payroll processing, and  
purchase orders. Hopkinson mentioned that the Responsible Bidder's Ordinance  
information and applications are online on the Purchasing Department's website.  
Hopkinson explained that the financial reports within the agenda packet include  
more history and details. This will be a continued practice.

PIO Update (J. Mann)  
PIO Mann provided a monthly update on the activities of her office. She reviewed the  
articles that were published through Kane County Connects. She spoke on the  
meetings she attended about the migrant issue. She announced that Kane County will  
celebrate it's birthday on January 16. Mann provided a Public Information "Shout Out"  
to highlight dedicated employees that go the extra mile. This month's recipient was  
Information Technologies Coordinator, Blair Peters.  
Old Business  
Committee Member Surges explained that he has received phone calls from northern  
city mayors about a solar field application on Huntley Road. The concern voiced by the  
mayors was about the millions of dollars spent on creating Longmeadow Parkway that  
connects the Village of Huntley through Route 25. Choices were made at the time of  
construction to make Huntley Road and Longmeadow the corridor, instead of Route 72.  
These mayors expressed that they did not go through that effort to have that prime  
corridor be turned into a solar facility. Surges told the mayors that they could annex the  
land and do what they deem fit. He explained that the County Board has restrictions on  
what they can do due to the seven rules that have been provided by the State of Illinois  
pertaining to solar facilities. If this solar project meets these seven criteria measures,  
then the County Board cannot stand in the way of the project.  
Madam Chairman Pierog requested that the mayors come to speak at the appropriate  
meeting to have their voices heard.

New Business  
A.  
Update on Kane County's Established Protocols Regarding "Migrant Buses"  
Madam Chairman Pierog introduced OEM Dir. Buziecki. She spoke on his experience  
and knowledge of the migrant issue. She stated that Buziecki has come up with a  
measured response to these migrants. He has worked alongside Sheriff Hain on this  
issue. Madam Chairman stated that Sheriff Hain has a protocol in place to handle  
these individuals. She informed the Committee that Sheriff Hain provided an interview  
on his migrant protocol to WGN. She stated that there are legitimate plans in place for  
Kane County to handle this situation. She noted that if a migrant issue becomes  
known, Dir. Buziecki will respond immediately.  
OEM Dir. Buziecki provided an update on Kane County's established protocols  
regarding "Migrant Buses". He explained that the State of Texas has been busing  
asylum seekers to Chicago, New York, Washington, and Denver. In Illinois, the only  
landing zone for these migrants is in Chicago, where shelter and other services are  
being provided. These services are being funded by the State of Illinois and Chicago.  
This protocol has been happening for the past 17 months. For most of this time period,  
it has affected Chicago, and not largely seen outside the City. In November 2023,  
migrant buses have been shipped to the suburbs. Kane County has received nine  
buses between December 19 through 23. The buses came to Aurora, Elburn, and  
Elgin. These nine buses had approximately 300 passengers. Buziecki noted that all of  
this is funded by the State of Texas with little to no notification of where and when  
these migrant buses will arrive. Counties do receive notice that buses are arriving, but  
we do not know which suburbs they will stop in. Since December 1, 2023, the suburbs  
have received more than 150 buses, and all but a few arrive at train stations. The Kane  
County's Office of Emergency Management's (OEM) role is to collect information and  
coordinate. OEM has been in contact with other county's emergency management,  
some of the larger suburban cities, Cook County, and Chicago to help coordinate the  
arrival of migrant buses to Chicago. OEM collects this information and then shares it  
with their local partners. Most of the time, Kane County does not get notification of  
these buses, until after the bus left. Buziecki stated that there has been no impacts on  
public safety to his knowledge. This protocol has been pretty seamless on these  
migrant transitions. Buziecki spoke on two situations where buses arrived after the last  
train has left and the situations surrounding these instances. In the rare case that  
migrants are left in Kane County without a bus or train, Sheriff Hain has developed a  
task force to assist these migrants to a train/bus to get them to Chicago. Buziecki  
stated that he has been working on this issue with surrounding counties and reviewing  
the options they have to deal with the migrants. He reviewed his office's protocols when  
handling migrant buses. He explained that he is working on a more detailed plan and  
will have that in writing shortly. If migrants become stranded in Kane County, there are  
two options that are available: drive the migrants to the Chicago landing zone, or  
contact the Sheriff's bus task force to handle the situation. Kane County has been lucky  
that we have only received 10 migrant buses, unlike other surrounding counties.  
Buziecki addressed questions and comments from the Committee. Much discussion  
ensued.  
The Committee provided a consensus to send this matter to the Judicial/Public Safety  
Committee for further discussion.  
Madam Chairman requested that the Executive Session be moved before the  
Committee votes on the consent agenda. The Committee obliged.

position's job description. The hourly rate stated does not match that of the  
Equity Study. She noted that this matter is being looked into. This matter will be  
further discussed at the County Board meeting on January 9, 2024. The motion

Madam Chairman Pierog asked for a summary of this resolution. Committee  
Member Sanchez explained that there are various uses under the American  
Rescue Plan Act (ARPA) pertaining to water. When the ARPA Committee  
reviewed the Kane County Water Monitoring Network project and the Water  
Sustainability Mapping project, they found that it would be a more appropriate  
use of funds under revenue recoupment, which is general government services.  
While the technicalities of the water requirements under ARPA put this project  
outside of the scope, government services seemed more appropriate.  
Environ. & Water Res. Dir. Wollnik stated she was confused about this  
resolution. As she understood, the ARPA Committee had moved funds into her  
department's 405 fund budget, and that this resolution already passed. The only  
other amendment to be made is to move those funds back into the ARPA funds.  
Then all bills referencing this project would be paid out of the ARPA funds as the  
other projects are being managed. Discussion ensued.

Committee Reports  
Committee Member Gumz asked if a labor management meeting would be scheduled  
to discuss collective bargaining agreements.  
Committee Member Surges stated that on the Human Services agenda there will be an  
item discussing the out-of-state employment of Kane County employees. He explained  
that there are internal hurdles with employing someone that does not work in Illinois,  
such as state taxes and workers' compensation issues. This is a growing trend to  
employ staff that work from home and not limited to living in Illinois. Currently the  
County is at an impasse as to how to accommodate this. He stated that he is turning to  
the County Board for their guidance on this matter. Surges and HRM Exec. Dir. Lobrillo  
addressed questions and comments from the Committee. Lobrillo stated this is more of  
a legal issue than a software issue. Due to the costly expense and legal implications,  
this ordinance/resolution needs to be addressed.
