Call To Order  
Chairman Gumz called today's meeting to order at 3:04 p.m. She announced that there  
was not an in-person quorum, therefore this meeting was for information and  
discussion only. No votes can be taken.

Public Comment (Agenda Items)  
Kane County resident Brian Anderson commended Board Members Sanchez, Juby,  
and Gumz for their transparency and leadership. He expressed his concerns for the  
lack of communication between Madam Chair and Board Members. He referenced the  
language used in Senate Bill 2651, and questioned what do the words "entertainment  
and adaptive use" entail. Anderson suggested that the Board Members review this Bill  
further before making any quick decisions.  
Kane County resident Jean Meyer thanked County Board Members Juby, Sanchez and  
Gumz for their transparency and leadership. She was dissatisfied with the secrecy of  
Madam Chair and believes she owes everyone an apology. Meyer suggested the  
Board Members look further into the specific language used in Senate Bill 2651 and  
what it entails before moving forward.

Public Comment (Non-Agenda Items)  
Mark Avelar stated that the legislation to assist the Elgin Township Mental Health  
Board was filed on April 15, 2024 through a Shell Bill: House Bill 444. The bill will  
ensure the Mental Health Board be funded going into year 2025. In addition to other  
language reforms, the legislation will remove the Mental Health Board property tax  
component, outside of Property Tax Extension Limitation Law (PTELL), as well as the  
Truth and Taxation Law. Avalar also spoke on the new Fair Labors Standards Act. This  
is a federal act that classifies independent contractors, putting them at risk. He also  
spoke on the objections that have been filed. (House Joint Res. No. 116)

New Business  
Supporting State Legislation Authorizing Counties to Lease Buildings and Land  
A.  
Madam Chair provided background on how the resolution came to be, and her  
reasoning for it. There is an Olympic Training Facility that is interested in  
relocating to Kane County. She explained that with the right amount of  
resources, the facility would bring in an abundance of Economic Development.  
Pierog disclosed to the Committee that she asked attorneys if the available land  
could be leased. The response was that the land could not be leased. She  
pointed out that this opportunity has yet to be presented to the County Board.  
She explained that the reason she went to Springfield was to attend the 2024  
Legislative Conference of the Illinois State Association of Counties (ISACo). The  
intent of the Ventura Senate Bill 2651 was to preserve historic property, having  
the adaptive reuse of land, and potentially lease it. Madam Chair indicated that  
there needs to be a State Statute that will allow Kane County to have control of  
the land, and be able to lease it for the requirements that are set forth by this  
Board. Madam Chair extended her public and personal apology to causing any  
confusion or issues with the resolution.  
SAO Ford stated that in order for Kane County to have leasing authority, the  
County would be required to have statutory authority by the Civil Division first.  
ISACo Exec. Dir. Joe McCoy stated that Senator Ventura was extremely  
uncomfortable with the word "entertainment," because it might have broader  
ramifications than she wanted to be apart of. He stated that Ventura  
understands that Kane County is looking to create additional options for  
Counties to having leasing authority, and to have additional conversations at the  
local level with respect to various projects or opportunities. Ventura is willing to  
assist Kane County with this legislation, as long as language within the bill is  
amended.  
McGuireWoods SVP Louis Mossos stated his team is communicating with  
delegation members about a different bill. Much discussion ensued. (Madam  
Chair Pierog left at 4:10 p.m.)
