Public Comment (Agenda Items)  
County Board Vice-Chair Tepe spoke on the recent tornadoes that hit Kane County.  
The 55+ community that Tepe resides in was affected by a tornado. Approximately 40  
homes were damaged and approximately 10 need to be rebuilt. Tepe commended the  
Kane County Office of Emergency Management (OEM), the City of Elgin, Elgin Police  
Department and the Kane County's Sheriff's Office. Each one of these departments  
were able to help all of the displaced constituents between 6:00 p.m. to 10:00 p.m.  
Tepe thanked everyone for their commendable and diligent work.

KaneComm (M. Guthrie)  
Monthly Report  
A.  
KaneComm Dir. Guthrie stated the monthly report was on file. She spoke on the  
implementation of new Tyler software, Cad to Cad, and how it helped with  
communication during the multiple tornado emergencies. This software was able  
to be utilized by KaneComm and neighboring call centers. This software has  
been helpful when the phone lines become busy, while also being able to  
communicate with surrounding agencies about "Calls for Service".  
Guthrie provided a presentation that assessed the dramatic increase of  
accidental 9-1-1 phone calls. Since January to June 2023, there have been  
2000 phone calls. This is an extreme up tick of calls. During conducting her own  
research, Guthrie found that the majority of these calls were accidental 9-1-1  
calls. This is primarily due to updated software that has been implemented in  
most cell phones. Guthrie noted that all operators must follow up on all calls,  
which has been time consuming. Guthrie presented how to manage these  
emergency settings on Android and IPhone devices. Guthrie addressed  
questions and comments from the Committee.

Sheriff/Adult Corrections (R. Hain)

Sheriff Hain stated the monthly report was on file. He announced the hiring of  
Police Patrol Commander, Mike McCowen. Hain spoke on the May 24, 2023  
shooting death of K9 Deputy Hudson. Currently, the Sheriff's Office is working  
on bringing back three deputy sheriffs that were put on administrative leave after  
the incident. The goal is to have all three back next week. Hain explained the  
ways these deputies have been supported through this tragic occurrence.

further to report. Next month, Mosser will present the annual report depicting  
trends in crime.

Public Defender (R. Conant)  
Monthly Report  
A.  
Public Defender Conant stated the monthly report was on file. She mentioned  
the outstanding work her attorneys have done at the Kane Branch Court in  
drastically decreasing the number of files. Conant spoke on the increase of  
cases of domestic battery. Lowering these numbers is now her office's main  
focus.  
Judiciary & Courts (Hull/O'Brien)  
Chief Judge Hull welcomed Commander McCowen. He provided an update on the  
Strategic Plan. He stated that the plan is a three-year process with just about one year  
finished up. He mentioned that meetings would be held in August to prioritize what  
should be accomplished in the next two years. Hull acknowledged an article published  
in the Tribune on the Kane County Court System. The article spoke on a collaborative  
project between the Kane County's State's Attorney's, Public Defender, Sheriff, and the  
Judiciary Offices. These offices looked into cases from May 2021 to identify those  
inmates that have been incarcerated at the Kane County Jail for more than one year on  
pretrial status. In doing so, Kane County was able to diminish the number of inmates by  
50%. Hull commended the cooperation and commitment of the entire team on getting  
this accomplished. He urged the Committee to read the article. The Committee  
commended Judge Hull on his work within the Judiciary.

juveniles for them. She stated that the Juvenile Justice Center (JJC) has been  
trending higher in year-to-date revenue for IGAs than normal. Aust introduced  
the resolutions.

Court Srvs. Exec. Dir. Aust explained that next week, July 16 through July 22, is  
National Probation, Detention, Pretrial Workers Appreciation Week. She gave a  
special shout out to all of her Court Services employees. She stated that the  
department's morale is high and everything has been running very well. Aust  
mentioned the current openings because of employees moving on to start their  
careers. This resolution is to celebrate them all week and the work they do.  
Chief Judge Hull commented on exit interviews that were conducted with the  
terminated Court Services employees. He commended the Board on their work  
with increasing salaries. He explained that more employees have been leaving  
the County for other reasons, rather than pay, such as shorter commutes, or  
joining local law enforcement. Aust added that next week, all probation officers  
will be voting amongst themselves for the Probation Officer of the Year. At the  
next County Board meeting, the winner will be recognized.
