Remote Attendance Requests  
Chairman Strathmann announced the remote attendance requests for today's meeting.  
She asked if there were any objections to Committee Member Tarver attending  
remotely. There were no objections.  
Approval of Minutes: February 18, 2026  
An amendment was made to the minutes of "Public Comment" to reflect that  
Committee Member David Young was speaking as a private citizen moved by Juby,  
Seconded by Sanchez. Motion carried unanimously by voice vote. Motion passed. A  
vote to approve the amended minutes was made by Juby, seconded by Sanchez.  
Motion was approved by voice vote.

Kane County Animal Control (KCAC) Admin. Youngsteadt stated that the  
monthly reports are on file. (Committee Member Arroyo arrived at 9:05 a.m.) He  
stated that a Resolution stating that the Acceptance and Use of Trust Donations  
made to KCAC for the community-friendly dog water fountain area was passed  
by the County Board in January 2025. In December 2025, another trust donation  
for a cover for the dog water fountain was received and approved by the County  
Board. Demolition of landscaping for the front area of the Geneva facility was  
conducted to eliminate the dead weeds and trees and to add top soil and mulch.  
This will provide a fresh look and foundation for the new native trees and shrubs.  
Youngsteadt stated that this space provides a convenient spot for dogs and their  
owners to cool off and hydrate while walking the trail. He announced that the  
KCAC can now accept payments online. Payment information is available on the  
KCAC website which will direct you to an Animal Control Payment Portal page  
that explains how to pay for tag fees or make donations. Youngsteadt  
announced that the next Low Cost Rabies and Microchip Clinic will be on  
Saturday, April 25 from 10:00 a.m. to 1:00 p.m. at the Geneva facility. There will  
be a microchip event on Saturday, June 20 at Carpenter Park in Carpentersville,  
Illinois. An adult over eighteen years of age must be present and handle the  
animal. Fifty free microchips will be given to the first fifty Carpentersville  
residents, and the cost of microchips is $15.  
Authorizing a Vehicle Replacement Purchase for Animal Control

KCAC Admin. Youngsteadt stated that the KCAC is in need of replacing its 2017  
Ford F150 Transit Van with over 190K miles. Due to its age, mileage, and  
expense for repair, it is the recommendation of the Kane County Division of  
Transportation (KDOT) that this vehicle be replaced. Youngsteadt added that  
KCAC is looking to purchase a 2026 Ford F150 Transit Van from Spirit Ford for  
a price of $53,363.00.

KCHD Updates - Michael Isaacson, Executive Director (not attached)

Kane County Health Department (KCHD) Exec. Dir. Isaacson stated that  
National Public Health week was held from April 6-12 with the theme "Ready,  
Set, Action!" to promote community health. The KCHD celebrated by highlighting  
its division of health protection, promoting child-focused awareness, and hosting  
events like SAFE Kane County pick-ups. He added that this week is the Kane  
County Home Visitors week which is a celebration honoring the impact of  
voluntary home visiting programs on maternal and child health. The KCHD  
highlighted support for families, with local events including the 2026 Kane  
County Home Visiting Collaborative Training. Isaacson announced that the  
process for the Community Health Assessment will begin soon. Request for  
Proposals (RFP) have been submitted. Isaacson requested the Committee  
Member's feedback on what is important for their districts. Updated information  
on the assessment will be provided at the next committee meeting.

Kane County Health Department (KCHD) Exec. Dir. Isaacson suggested to  
move the presentation to next month's meeting due to the speaker being unable  
to attend today's meeting.  
Authorizing Elimination of Housing and COC Program Manager Position and  
Creation of an Assistant Director of Planning & Information Management for the  
Kane County Health Department  
Kane County Health Department (KCHD) Exec. Dir. Isaacson stated that the  
KCHD seeks to eliminate the Housing and Continuum of Care Manager position  
and create the Assistant Director of Planning and Information Management. He  
noted that this position will expand to oversee planning activities for the Health  
Department, the Rental Assistance Program, as well as continuing to coordinate  
Continuum of Care.

the Continuum of Care (CoC) consultant, Optimum Management Resources,

of Illinois Department of Human Resources (IDHS) Continuum of Care Capacity  
Building funds awarded for the State Fiscal Year 2026. He noted that costs will  
be covered with state funds provided by the IDHS, and activities will be  
overseen by the Kane County Continuum of Care.

KCHD Exec. Dir. Isaacson stated that this annual resolution authorizes the  
Health Department to accept the upcoming grants by the Illinois Department of  
Public Health, the Illinois Department of Human Services, the Illinois Children's  
Health Foundation, Chaddock, National Association of City and County Health  
Officials, the U.S. Department of Housing and Urban Development, and the  
Illinois State Board of Education which were included in the FY2026 budgets  
and will be included in the FY2027 and FY2028 budgets as the applications are  
being submitted.
