Call To Order  
Chairman Sanchez called today's meeting to order at 9:04 a.m. He announced that  
there was no in-person quorum. Therefore, no votes could be taken. This meeting was  
informational and for discussion only.

Chairman Sanchez announced the remote attendance requests for today's meeting.  
He asked the Committee if there were any objections to Committee Members Gumz,  
Surges, Williams and Young attending today's meeting remotely. There were no  
objections.

Approval of Minutes: March 21, 2024  
There was no in-person quorum for today's meeting. No votes could be taken.  
Public Comment (Agenda Items)

Public Comment (Non-Agenda Items)  
Committee Member Young stated that at last month's Public Service Committee  
meeting, a Proclamation to oppose Non-Citizen voting was passed. He believes that it  
should have been put on the full County Board meeting in April. Young questioned  
which part of the proclamation triggered negative reactions, and wondered why go  
against the will of the people by not wanting it on the County Board agenda. Young  
highlighted specific statements within the proclamation, which he speculates to be the  
reason for these reactions, and lead to censorship. He referenced that Illinois State  
Senator, District 12, Celina Villanueva, proposed a legislation, which would permit  
non-citizens to register and vote in school board elections. Young recounted that he  
has tried contacting Villanueva four times with no response.

Treasurer Lauzen stated that the reports are on file and were submitted a week  
ago. He recognized Senior accounting specialist, Carlos Mada, who had just  
celebrated 28 years working for Kane County. He spoke on Carlos'  
pro-improvement attitude and how protective he is of his staff members. Lauzen  
then recognized Veronica Mada's excellent customer service skills and how  
fortunate the treasuring team is to work with her.

Supervisor of Assessments

A.  
SOA Armstrong stated that on March 5, 2024, the Illinois Department of  
Revenue certified an equalization factor of 1.0000 for Kane County's 2023  
(payable 2024) assessment roll. This means that the Department has certified  
that no further changes are needed for the assessment roll for this year.  
Armstrong indicated that on March 18, 2024, the Kane County Assessment  
Office began its work for the 2024 taxable year by certifying 16 projected  
equalization factors for the Kane County Township Assessors.

Regional Office of Education  
ROE Supt. Dal reminded the Committee that the Educator of the Year Award event will  
be held on May 3, 2024. Individuals who are attending will be receiving a parking pass  
to park closer to the building. Dal Santo stated that there will be 56 nominations this  
year. Every school district will be represented with at least one nominee.  
Veteran's Assistance Commission

VAC Superintendent Assistant Nathan Johnson stated that the monthly reports  
were on file. The State of Illinois currently has 23,961 claims pending, with 419  
being from Kane County. In the month of February, 64 compensation claims  
were filed. There was a total of two applications filed for "Ride in Kane" program.  
Johnson announced that on April 22, 2024 at 3:00 p.m. a Veteran's graduation  
ceremony will be held at the St. Charles courthouse, in courtroom 201. On April  
26, 2024 a Senior health and wellness fair will be held at Elgin Community  
College, in Building E, from 10:00 a.m to 2:00 p.m. Lastly, Johnson announced  
that the American Legion Post 679 and True Patriot Care are presenting the  
"Wall That heals." This is a Vietnam Veterans Memorial replica and mobile  
education center. This will be held at Randall Oaks Park, West Dundee, Illinois,  
May 24 to May 27, 2024.

Co. Clk. staff Pollock stated that the monthly reports were on file. He announced  
that the March Primary Canvass has been certified, and the results are on the  
website. Elected officials should have received a statement of economic interest  
notification a few weeks ago. Those need to be completed before Wednesday,  
May 1st, 2024.  
Repealing Section 14-2 of the Kane County Code (Licenses for Raffles) and  
Replacing it with a New Section 14-2: Licenses for Raffles and Poker Runs.
