ARP Committee Report

Chairman Tepe stated that $103,413.41 was received in 2021. The funds were
required to be obligated by December 31, 2024. He stated that the obligation
has been completed. All funds need to be spent by December 31, 2026.

Committee Responsibility Overview by Chairman Vern Tepe
Chairman Tepe stated that the American Rescue Plan Act (ARPA) Committee for 2025
consists of nine members. The ARPA Committee oversees the Kane County ARPA
Program. He noted that the awards process was thoroughly vetted by Finance staff, the
State's Attorney's Office, and Ernst & Young. Moving forward, Tepe emphasized that
payments of awards need to be tracked, and that the committee need to continue to
adhere to the ARPA rules and requirements. When an ARPA project is completed, the
committee has the ability to reprogram unspent funds from one contracted agreement
to another. Much discussion ensued.
