Chairman Strathmann announced the remote attendance requests for today's meeting.  
She asked the Committee if there were any objections to Committee Member Tarver  
attending remotely. There were no objections.

Kane County Animal Control (KCAC) Admin. Youngsteadt, stated that the  
monthly reports are on file. He announced that the last vaccine clinic of the year  
was completed. KCAC continues its push to service more animals each year  
through this program. The Drive-Thru style clinic has hit its 10 year mark, and  
continues to grow every year. Microchips are offered year round at the facility,  
and they continue to rise. Youngsteadt noted that per Illinois State Law,  
microchips are $15. (Committee Member Sanchez arrived at 9:07a.m.) There  
was a total of 650 rabies vaccines administered this year. The total number of  
senior citizen's dogs serviced this year was 217. There was a decrease in cats  
serviced this year. Youngsteadt noted that tag fee prices went up due to the  
increase in salaries. Tag fees issued to senior citizens are free. KCAC continues  
to find new ways to promote services to the community each year.

Health Department Updates  
A.  
KCHD Exec. Dir. Isaacson suggested everyone get their vaccines, as we enter  
into respiratory illness season. He recommended everyone get the current  
Covid-19 vaccines before gathering for the holiday season. He indicated that the  
current contract with American Federation of State, County and Municipal  
Employees (AFSCME) is coming to an end. Union negotiations will begin soon.  
The Health Department is working with the American Rescue Plan (ARPA) office  
seeking funds used for Covid. Isaacson shared several upcoming events. On  
Wednesday, October 9, 2024 "The Walk to School day" event was held at local  
schools. The total amount of elementary and middle school districts that  
participate were between 75-95, including public and private schools. Every year  
schools are encouraged to walk to school on the first Wednesday in October.  
Kane County has the highest participation of any county in the State of Illinois  
for Walk to School day. Parent Cafe Support Network will be held on Thursday,  
October 17, 2024 from 6:00 p.m. to 8:00 p.m. via zoom. This is an initiative of  
the Kane County System of Care (KCSOC). It is a supportive group of  
conversations led by peer hosts who facilitate emotionally safe spaces for  
parents and caregivers to discuss the joys and challenges of parenting. They are  
free and open to the public. A monthly training series webinar for teens, parents  
and caregivers struggling with teen anxiety and school anxiety, and dealing with  
resistance and refusal, will be held on Tuesday, October 22, 2024 from 12:00  
p.m. to 1:00 p.m. The Annual Communicable Disease Conference will be held  
on Thursday, October 24, 2024 from 8:30 a.m. to 12:30 p.m. at the Kane County  
Judicial Center in St. Charles.  
Director Onwuta indicated that this Communicable Disease conference will be  
focusing on vaccine-preventable diseases, congenital syphilis, tuberculosis, and  
Mpox.  
Exec. Dir Isaacson highlighted that the Health Department will be partnering with  
Rush Copley Hospital and the Kendall County Health Department to conduct  
lung cancer screenings and prevention. Lastly, the Fall 2024 Field Day:  
Mitigating Lead Exposure in Public Water Supplies and Homes event will be  
held on Wednesday, October 23, 2024 from 9:00 a.m. to 12:15 p.m. at the  
Heritage Ballroom in Elgin. Environmental and water supply professionals are  
invited to join this event for an informative seminar where experts share key  
insights and strategies for the City of Elgin's lead pipe replacement program with  
guidelines and best practices for addressing lead in water. Much discussion  
ensued.
