Chairman Strathmann announced the remote attendance for today's meeting. She  
asked the Committee if there were any objections to Committee Members Tarver and  
Sanchez attending today's meeting remotely. There were no objections.

Kane County resident, Brian Anderson, spoke on the importance of fiscal responsibility  
of the Kane County Board. He also encouraged the Committee to have the Kane  
County Health Department website be specifically about health and wellness.  
Kane County resident, Michelle Bettag, spoke on the fiscal responsibility of Kane  
County. She stated that the economy is struggling, and is hoping to hear that a new  
health facility will help fight for the needs of Kane County, but for a lot less. She  
addressed her concerns about the non-citizens of Kane County, and hopes that the  
board members stay focused on Kane County citizens, and not on people who do not  
live in Kane County.  
Kane County resident, Lori Powell, encouraged the Committee to vote "no" for the new  
health department facility. She believes that staying within budget for the Kane County  
taxpayers is important. Powell stated that it does not make sense to build an expensive  
building that will only increase debt.  
Kane County resident, Mark Schrage, stated that if the Kane County Health  
Department truly wants to have an impact on the health of its citizens, they should  
allocate the current surplus of $24M American Rescue Plan Association (ARPA) funds  
to cooperate with the City of Elgin, and/or other municipalities that have identified lead  
levels. Schrage stressed to the Committee that lead causes insanity, violence, and  
birth defects.  
Kane County resident, Kim Sieber, spoke on her opposition of the new health  
department facility, and encouraged the Committee to be fiscally responsible.  
Kane County resident and Committee Member, David Young, shared information from  
a published article from March 10, 2024 on the measle outbreak. A second case of  
measles was reported at a migrant shelter in Chicago. An illegal child was in the  
Chicago Pilsen neighborhood with the measles disease, and exposed possibly 1,876  
people in that area. Young alluded to the fact that migrants are coming to our border  
with potential diseases. This is something very serious that we are going to have to  
deal with. He stated that the Illinois Department of Health made a statement saying that  
research and testing will be conducted on sheltered individuals, and vaccinate them.  
Young also addressed an article from the Epoch Times on March 17, 2024, stating that  
there were 148 redacted pages about the Covid vaccine myocarditis cases released by  
the Centers for Disease Control and Prevention (CDC). Lastly, Young mentioned that  
according to the Vaccine Adverse Event Reporting System (VAERS), there have been  
over 28K myocarditis cases reported.

KCAC Admin. Youngsteadt stated that the monthly report was on file. He  
provided a 2024 Low Cost Drive-thru Rabies Vaccine and Microchip Clinic flyer.  
He noted that Kane County residents are required by law to purchase a  
registration tag. A one-year rabies vaccine with a tag for neutered animals is  
$30, and for non-neutered is $55. A rabies tag for seniors and out-of-County  
residents are charged $15, and the cost of a microchip is $15. Youngsteadt  
announced several upcoming vaccine clinic dates have been released for  
residents. The first clinic date will be Saturday, April 27, 2024. (Madam Chair in  
person arrived at 9:24 a.m.) Youngsteadt addressed comments and concerns  
about the euthanasia program. He clarified that euthanasia is an "end of life"  
service for animals that are classified as severely diseased and/or have severe  
behavior. This is not for puppies or kittens. The KCAC is attempting to make this  
program available to residents. Youngsteadt stated that this is not a mandated  
service. It is a service offered to people who can't afford the rising costs of  
animal care, and want to do what is right by their pet.

Health Department Updates: Opioid Overdose Reduction Media Campaign  
A.  
KCHD Exec. Dir. Isaacson addressed the outbreak of measles in Chicago. He  
stated that 20% of children exposed to measles have to be hospitalized, and a  
few die. Luckily, measles is very preventable. He indicated that the vaccine is  
the best way to prevent measles. Children need two doses of the vaccine for  
Measles, Mumps, and Rubella, starting at twelve months old or six months old if  
traveling internationally. Teens and adults need one or two doses and should  
get vaccinated, as soon as possible.  
KCHD Div. Dir. of Health Protection Onwuta recommended, if someone has  
symptoms of measles, to call your local health care provider first, before going to  
the emergency room to avoid exposing others and spreading the disease.  
Isaacson introduced KCHD Dir. of Community Health Kim Peterson and Health  
Promotion Manager Tina Koral. They presented the Opioid Overdose Reduction  
Media Campaign. Peterson stated that the goal of this campaign is to provide  
individuals with substance abuse disorders the resources on how to obtain  
information and support about opioid overdose prevention.  
Koral stated that the goals of the "Your Story Matters" campaign are to respond  
to the identification of behavioral health as a priority health need in the 2021  
Kane County Health Assessment. The key messages of the campaign include  
prevention, treatment, recovery, harm reduction, and reduction of stigma by  
education. Koral presented three videos of people sharing their opioid stories.  
Isaacson thanked Don and Roberta Kalish and Lyndsey Hartman, Manager of  
Association for Individual Development (AID) for sharing their personal stories.  
Isaacson introduced Dr. Stephen Holtsford who spoke on his current practices in  
addiction medicine and substance use disorder. He explained that he is trying to  
increase the care of patients struggling with substance use disorder within his  
emergency departments, not only in Kane County but throughout the state.  
Isaacson addressed questions and comments from the Committee. Much  
discussion ensued.

Board has completed their Needs Assessment. The results can be found online at  
dundeetownship.org. He stated that this is a big milestone and a step forward for the  
organization.
