PUBLIC COMMENT  
Madam Chair invited public comment.  
Daniel Sperllman spoke to the public safety sales tax referendum and appreciated that  
others outside of Kane County will assist with paying the tax; not just the county's  
taxpayers. He would have liked to have seen the data/cost structure for the  
referendum so the community could better understand it. He supported the tax  
increase.  
Brian Anderson, Sugar Grove, referenced page 14 of a 22-page document regarding  
property taxes. He voiced concern about certain language in the document which  
communicated, to him, that the county board will continue to fund public safety at a  
negative, even if the tax does not pass. He did not appreciate several county team  
members, including a couple of union reps, circulating a document in Aurora, Elgin and  
St. Charles using strong-arm tactics to force people to sign the document, stating the  
union reps have reviewed the documument with them.  
Jody Kanikula, Batavia, expressed her support for the sales tax referendum citing the  
various safety issues it would address.  
Bob Lindahl, Batavia, appreciated the tax referendum going on the ballot and  
supported it. He referred to sales tax rate statistics from the Tax Foundation, citing  
Illinois is ranked 7 for the highest sales tax. Other statistics followed. Mr. Lindahl  
relayed this was the first tax increase in 12 years, it would reduce future reliance on  
property taxes, and it was small. The tax burden would be broadly shared among  
residents and visitors.  
Denise Theobald, Geneva, supported the sales tax increase since the money will go  
towards public safety/law enforcement to keep the communities safe. The tax funds  
will allow criminals, child molesters, shooters, etc. to stay in jail. She suggested to the  
nay-sayers to find a another way to fund the county; otherwise a large part of the funds  
will be coming from outside the county versus coming out of the property taxes.  
Chris Lauzen discussed he could not understand why someone who complains about  
inflation and high taxes in Illinois would vote for a sale tax increase. If the retail tax  
passes, according to the county's numbers, it would increase by $51M Dollars, or a  
47% increase to the general revenue fund. The $0.75 cent increase to daily items  
would be a 12% increase to the current state sales tax of 6.25%. The average,  
combined state and local sales tax shoppers would increase to 9.61%, according to the  
Tax Foundation. Further, the treasurer cited an opinion from auditors Baker Tilly,  
explaining how the county has doubled the general fund spending by 88% over the  
past four years. Per Lauzen, the auditors certified such numbers in their annual  
comprehensive financial reports to the State's comptroller.  
William Werst, Elgin, voiced opposition to the retail sales tax increase and the board's  
irresponsible management of the county's funds. He talked about the prior board being  
fiscally responsible with the county's budget, paying off $70M. Dollars in debt, and not  
raising taxes in more than 10 years. He asked the board to examine the policies that  
were working 4 years ago and to cut the bloated budget.  
Mark Ttree, South Elgin, appreciated the 1st Amendment of freedom of speech. He  
spoke about an article he read recently regarding Illinois paying the highest combined  
state and local tax on residents, citing statistics from the article and, as such, the taxes  
are driving residents to leave the state. He believed lawmakers should draft policies to  
keep families in Illinois. Locally, he suggested the board create a department of county  
efficiency to manage taxpayer dollars and to become a state leader among other  
counties.  
Yvonne Dimwittie (on-line), Batavia, advised the board and public to view their tax bills  
and see the taxing bodies and where their taxes are being distributed, noting the  
numerous TIF (tax increment financing) districts that have increased over the years. In  
essence, TIFs were redirecting taxpayer monies to wealthy corporations and  
developers for 23 to 35 years or more. She believed the public needed to vote on TIF  
district formations because they affect all taxing bodies, forcing them to do more with  
less funds. Real estate taxes were too high and residents were being taxed out of their  
homes.  
Carl Dimwittie shared an article from the Daily Herald that discussed the reason for the  
tax increase. He described the data he found on the county's web site, citing that  
$158.8M Dollars was received from the ARPA and he could not understand how  
deficits existed. Mr. Dimwittie spoke to the EAV numbers from the prior years,  
explaining the higher the EAV, the higher the property taxes, which goes into the taxing  
bodies.  
Mark Adamian voiced his opposition to the urban blight of signage in Campton  
Township, stating such signage (Young steps away) reduces home values. He  
addressed the county's budget and believed law enforcement should be under one  
body: the state police. As a result, it removes bad officers who are costing taxpayers  
money, through various claims brought against the department.  
Michelle Bettag, St. Charles, did not appreciate seeing private pamphlets being  
circulated with different messages by specific groups. (Young returns) She stated the  
sales tax increase will affect young families, especially when the county's taxpayers are  
already paying the highest taxes in the country. She reminded the public of the waste  
discussed at prior meetings, the chair receiving union donations outside the county,  
and only allowing union workers, which increased costs to the residents by one-third,  
etc. She stated there was various projects on the books, another bank was being  
added as a depository, and voiced the struggles of young county families trying to  
support their families.  
Debbie Summers referenced the Safety Act and explained that the policies of the state  
and Democratic party have placed the residents in harm's way by allowing  
crime-producing illegals into the state/counties, breaking the law and allowing them to  
vote. Taxpayers are being asked to pay for it. Residents are less safe as crime is out  
of control and corruption exists in the state. She voiced other objections and would not  
support the tax increase.  
Silvia Schrage asked the board to review the ARPA fund report from July 31st to see  
how the ARPA funds were used and for what purposes. In the July 31 report she  
discussed the health issues, specifically lead, and the fact that more money was being  
budgeted for microfilm replacement versus removing the lead from 74 county homes,  
which was a health concern. The money was spent on "pet" projects when it should  
have been used on health projects.  
Mark Schrage stated his objections to the retail tax referendum and said that taxes  
have increased ever since the chairwoman has been office. A poem about taxes  
followed.  
Jenine Mehr explained that those who do not support the tax were not against public  
safety. Instead, they were against fiscal irresponsibility. Unfortunately, the COVID  
funds have been shut off and the board has not returned to pre-COVID spending. Ms.  
Mehr spoke to her attendance at a recent city meeting and how a simple question  
about public safety spending could not be answered. She asked this board what it was  
spending on public safety.
