Remote Attendance Requests  
Chairman Strathmann announced the remote attendance requests for today's meeting.  
She asked the Committee if there were any objections to Committee Members Tarver  
and Sanchez attending the meeting remotely. There were no objections.

Public Comment (Agenda Items)  
Kane County resident Lori Powell stated her opposition on resolution of respiratory  
surveillance and outbreak response. She questioned what the surveillance is exactly  
for. She encouraged the Committee to vote "no" on the resolution.  
Kane County resident Victoria Davidson-Bell spoke on her approval of the resolution of  
respiratory surveillance and outbreak response. She stated that it is essential to ensure  
that the facilities receive support in non-pharmaceutical intervention to prevent or slow  
the spread of illness.  
Kane County resident Mark Schrage spoke on his opposition on the resolution of  
respiratory surveillance and outbreak response. He questioned the definition of  
respiratory diseases and why the State of Illinois is funding this.  
Kane County resident Silvia Schrage shared her concerns with the additives in Narcan.  
She stated that the use of Narcan have long-term effects such as destroying cells, and  
can cause serious issues for people with cardiovascular problems.  
Kane County resident Frank Esposito shared his concerns on each of the resolutions  
listed on today's agenda. He questioned how many incidences that Kane County has  
had with firearms, and how the funds will be spent for all of the resolutions.

Public Comment (Non-Agenda Items)  
Kane County Resident and Committee Member Young referenced a Vaccine Adverse  
Event Reporting System (VAERS) report referencing Covid-19. The report stated that  
there have been over 37K deaths, over 5K miscarriages, over 21K heart attacks, over  
28K cases of myocarditis and pericarditis, and over 75K cases of permanently disabled  
people. He indicated that he asked the Public Health Department to put this information  
on their website. Young referenced Catholic Church Archbishop Vigano and his  
comments on vaccines.

KCAC Youngsteadt announced that his team conducted 86 microchips in  
Carpentersville last weekend. He stated that 134 rabies vaccines, and 38  
microchips were conducted overall at their two clinics. The next clinic will be on  
Saturday, June 8, 2024. Youngsteadt addressed questions and comments from  
the Committee. Discussion ensued.

Executive Director (Michael Isaacson)  
Health Department Updates  
A.  
KCHD Exec. Dir. Isaacson announced that if individuals need Naloxone or  
gunlocks to contact him or staff Peterson who can provide those. He stated that  
the State of Illinois is currently paying for Naloxone and gunlocks, and wanted to  
make sure everyone is aware that resources are available.  
Community Health Improvement Planning  
B.  
KCHD Exec. Dir. Isaacson announced that the Community Health Improvement  
Planning event was held on Monday, May 20, 2024. He stated that the Health  
Department just wrapped up their Community Health Assessment. He reminded  
the Committee that every three years the Health Department participates in the  
Comprehensive Community Health Assessment along with five hospitals located  
in Kane County, including the INC Mental Health Alliance. A full report of all the  
assessment data will be available on the website in two weeks, including 2,500  
interviews with community residents asking them about health issues,  
culmination and analysis of the focus groups, and an analysis of secondary  
data. Much discussion ensued. (Committee Member Williams left at 9:45 a.m.)
