Authorizing Revision to the Kane County Budget Policy for Emergency Appropriations and Transfers

WHEREAS, the County Board of the County of Kane must adopt an annual budget and appropriation ordinance (55 ILCS 5/6-1001); and

WHEREAS, the annual appropriation ordinance contains appropriations for each fund; and

WHEREAS, the annual budget shall contain a detailed statement showing estimates of expenditures for the current fiscal year, revised to the date of such estimate, and, separately, the proposed expenditures for the ensuing fiscal year for which the budget is prepared. (55 ILCS 5/6-1002(d)).; and

WHEREAS, the annual budget shall contain a schedule of proposed appropriations itemized as provided for proposed expenditures, known as the annual appropriation ordinance (55 ILCS 5/6-1002(e)); and

WHEREAS, further appropriations in excess of those authorized by the budget in order to meet an immediate emergency may only be made at any meeting of the County Board by a two-thirds vote of all the members constituting such Board, (55 ILCS 5/6-1003); and

WHEREAS, after the adoption of the county budget, transfers of appropriations affecting personnel and capital may be made at any meeting of the County Board by a two-thirds vote of all the members constituting such Board, provided for any type of transfer that the total amount appropriated for the fund is not affected (55 ILCS 5/6-1003); and

WHEREAS, for financial management and control it is desirable and meaningful to monitor budgetary and accounting transactions at a level in compliance with generally accepted accounting principles for government bodies; and

WHEREAS, the following policy regarding emergency appropriation requests and budget transfers is hereby established and applies to all Elected Officials and Departments under County Board jurisdiction:
