NOTIFICATION OF RENEWAL OF DRUG AND ALCOHOL EVALUATION AND REFERRAL SERVICES (RFQ# 33-021)

WHEREAS, Court Services is mandated by the Administrative Office of Illinois Courts (AOIC) to assess the needs of all offenders placed under its supervision, including the need for substance abuse services; and

WHEREAS, Court Services wishes to collaborate with community-based providers of substance abuse services who agree to collect and report outcome data to enhance services and support the goals of implementing Evidence-Based Practices; and

WHEREAS, according to 730 ILCS 110/15.1 (b), "...Monies in the probation and court services fund shall be appropriated by the county board to be used within the county or jurisdiction where collected in accordance with policies and guidelines approved by the Supreme Court for the costs of operating the probation and court services department," and

WHEREAS, the AOIC's Probation Services Fees Policies and Guidelines establishes that, "A priority for the expenditure of Probation and Court Services Fund monies should be for the purchase of services," including for the evaluation and treatment of substance abuse, and

WHEREAS, Ecker Center for Behavioral Health, Associates in Behavioral Health Care, Braden Counseling Center, Care Clinics, Mutual Ground (formerly Breaking Free), and Tools for Life submitted proposals in response to RFQ 33-021 and were awarded service contracts in Resolution No. 22-18 approved by the Kane County Board; and

WHEREAS, Court Services had a Memorandum of Understanding with each provider listed above that expired on December 30, 2023; and

WHEREAS, RFQ 33-021 as issued allows for additional one-year renewal periods if mutually agreed upon by both parties; and

WHEREAS, the providers listed above remain in the business of offering such services to the community they serve and are willing to provide such services to offenders referred by ...
