Authorization for the Kane County Office of Emergency Management to Join the G.S.A. Federal Surplus Property Program

WHEREAS, the Kane County Office of Emergency Management (KCOEM) has a limited equipment budget; and
WHEREAS, the G.S.A. Federal Surplus Property Program is administered by the Illinois State Agency for Surplus Property, a division of the Illinois Department of Central Management Services (CMS) and governed by regulations of the U.S. General Services Administration (GSA) and is authorized by 40 U.S.C.A ? 549, Donation of personal property through state agencies; and
WHEREAS, the G.S.A. Federal Surplus Property Program offers a wide variety of surplus items at no cost to eligible organizations, aside from their cost to be picked up or shipped, including but not limited to automobiles, trailers, tools, communications equipment, furniture, and lighting; and
WHEREAS, the Kane County Sheriff's Office, Coroner's Office, and Department of Transportation are already members of the G.S.A. Federal Surplus Property Program and the Kane County Purchasing Department and the State's Attorney's Office Civil Division have reviewed the G.S.A. Federal Surplus Property Program and confirmed that the Kane County Office of Emergency Management is eligible to join pursuant to 40 U.S.C.A ? 549; and
WHEREAS, any packaging and/or shipping costs for items obtained by the Kane County Office of Emergency Management must comply with the Kane County Purchasing Ordinance and subject to availability of funds in the budget.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board hereby authorizes the Kane County Office of Emergency Management to join the G.S.A. Federal Surplus Property Program.
