APPROVING A TECHNICAL SERVICES AGREEMENT BETWEEN THE NORTHERN ILLINOIS TRANSIT AUTHORITY AND THE COUNTY OF KANE FOR THE RIDE IN KANE PROGRAM, CONTRACT NO. S5310-2026-03, FEDERAL PROJECT NO. IL-2026-003

WHEREAS, the Illinois Constitution of 1970, Article VII, Section 10 and 5 ILCS 220/1, et seq. authorizes the County of Kane (“County”) and the Northern Illinois Transit Authority, formerly the Regional Transportation Authority (“NITA”), to cooperate in the performance of their respective duties and responsibilities by contract and other agreements; and
WHEREAS, the County and NITA desire to enter into an intergovernmental agreement, (hereinafter the Agreement) to provide financial assistance for the Ride In Kane Program (hereinafter “RIK”), (a copy of which Agreement is on file in the office of the Kane County Clerk); and
WHEREAS, the RIK provides transportation services for eligible Kane County persons 65 and over, individuals with disabilities and is intended as a cooperative undertaking between the County, public, and not-for-profit entities within the boundaries of Kane County; and
WHEREAS, pursuant to the Agreement, the County will administer the RIK Paratransit Program Mobility Management project, including program administration, coordination, financial management, grant management, oversight, reporting, and related activities necessary for the continued operation and sustainability of the RIK Program; and
WHEREAS, the NITA Agreement provides Ninety-Nine Thousand Seven Hundred Seventy-Nine Dollars ($99,779.00) in Section 5310 Federal Transit Funds for up to, but not to exceed, eighty percent (80%) of the total Project cost, with a required local matching contribution from the County of Twenty-Four Thousand Nine Hundred Forty-Five Dollars ($24,945.00), for a total Project budget of One Hundred Twenty-Four Thousand Seven Hundred Twenty-Four Dollars ($124,724.00); and
