Authorizing the Human Resources Department to Develop Cost Reducing Plan Design Change Options for Kane County’s Employee Medical Plan

WHEREAS, the Kane County offers a comprehensive medical plan to its employees; and
WHEREAS, Kane County’s medical plan is self-insured, managed by the Kane County Human Resources Department, and operated by Blue Cross Blue Shield of Illinois as carrier through an Administrative Services Agreement; and
WHEREAS, due to rising healthcare costs, the Kane County Board desires to evaluate low-impact cost saving adjustments to the medical plan design while keeping benefits substantially similar; and
WHEREAS, low-impact changes may include changes such as minimal co-insurance or deductible adjustments, adjustments to the pharmacy protocol, or adjustments to weight loss programming; and
WHEREAS, the Kane County Board does not desire to explore a change in carrier at this time, but desires that carrier change be evaluated again in one year, and thereafter in three-year increments.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Human Resources Department is authorized to work with the County’s Health Insurance Broker to develop low-impact cost saving options for the County’s medical plan; and
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that the Human Resources Department shall present such options with cost savings estimates to the Kane County Board for consideration and approval prior to implementation.
