Supporting SB3157 to Create a Manufacturer-Funded Automotive Lubricant Stewardship Program in Illinois

WHEREAS, automotive lubricants, including motor oil, antifreeze, engine and fuel additives, oil filters, greases, transmission and gear oils, and similar products are a subclass of hazardous waste generated at the commercial and residential level; and
WHEREAS, used motor oil is banned from landfill disposal in Illinois (415 ILCS 5/21.6) and the financial burden of operating a network of safe disposal sites currently falls primarily on businesses and state and local governments; and
WHEREAS, manufacturers of automotive lubricant products and their representative trade organizations developed SB3157 for their products and product packaging as an alternative to inclusion of these products in a broader HHW stewardship bill and product packaging stewardship bill.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board is a Proponent of SB3157 and staff and elected officials are encouraged to submit witness slips and testimony establishing Kane County as a Proponent of SB3157, and are further encouraged to engage members of the General Assembly to recommend advancement of the Bill.
