Approving FY2026 Operations and Maintenance Agreement with USGS for the Stream and Rainfall Gages

WHEREAS, on October 13, 1998, the Kane County Board passed Ordinance No. 98-251 adopting the Kane County Stormwater Management Plan pursuant to 55ILCS 5/5-1062, which established goals to "identify, protect, and improve floodplains, waterways, lakes, ponds, wetlands in order to maximize the protection of public health, safety and welfare"; and

WHEREAS, the collection of rainfall and streamflow data is an integral part of planning flood mitigation activities, investigating water quality, and protecting and improving Kane County's water resources; and

WHEREAS, on May 12, 1998, the Kane County Board passed Resolution #98-129 authorizing the expenditure of funds to install, operate and maintain stream and rainfall gages in cooperation with various state and federal agencies, including the United States Geological Survey (USGS) and the Illinois Department of Natural Resources; and

WHEREAS, the County has negotiated joint funding with the USGS for the 2025-2026 operation, maintenance, and monitoring of gages in Kane County under an annual Joint Funding Agreement effective as of October 14, 2025; and

WHEREAS, funds to fulfill this agreement are budgeted for FY2026 and exist in the American Rescue Plan Act fund, 355.668.66856, for Kane County's commitment of Seventy Thousand One Hundred Ninety-Five Dollars with expectations that the remaining funds of Seven Thousand Two Hundred Sixty-Five will be transferred from the Lead Service Line Replacement Project in the American Rescue Plan Act fund via separate Resolution, for a total of Seventy-Seven Thousand Four Hundred Sixty Dollars ($77,460).

NOW, THEREFORE, BE IT RESOLVED that the Kane County Board and the Chairman is hereby authorized to enter into a contract with the USGS to jointly fund the operation, maintenance, and monitoring of rain and ...
