WHEREAS, the County of Kane, through the Kane County Division of Transportation desires to participate in the construction of multimodal improvements along Randall Road; and

WHEREAS, the proposed Randall Road multimodal improvements, Segment N-7, located along Randall Road between Corporate Parkway and County Line Road (hereinafter referred to as the "Improvement"), will include bicycle and pedestrian facilities and related intersection improvements, accessibility, transit access, signage, and multimodal improvements; and

WHEREAS, the Improvement is intended to address gaps in the existing bicycle and pedestrian network and provide safer and more accessible transportation options for pedestrians, bicyclists, public transportation users, and other travelers along the Randall Road corridor; and

WHEREAS, the Improvement is consistent with the goals and recommendations of the 2023 Kane County Bicycle and Pedestrian Plan; and

WHEREAS, the Illinois Department of Transportation (hereinafter referred to as the "STATE") is accepting applications for funding through Cycle 17 of the Illinois Transportation Enhancement Program (hereinafter referred to as "ITEP"); and

WHEREAS, ITEP provides funding for eligible project costs in accordance with requirements set forth by the State of Illinois; and

WHEREAS, the County desires to submit an application for ITEP funding for the Improvement; and

WHEREAS, ITEP funding approval will require the County to provide a local match for funds received under the program and shall require the County to remain responsible for all ineligible costs, subject to appropriation by the Kane County Board.
