RATIFYING EMERGENCY PURCHASE AFFIDAVIT FOR INTERIM DIRECTOR OF THE WORKFORCE DEVELOPMENT DIVISION

WHEREAS, Director of the Office of Community Reinvestment resigned effective March 10, 2025; and

WHEREAS, on April 8, 2025, pursuant to Resolution 25-145, the Kane County Board ratified the Emergency Purchase Affidavit for services relating to a temporary Director of the Workforce Development Division from John Duguay contracted through MGT Impact Solutions, LLC (MGT), of Tampa, FL, in an amount to not exceed $50,000 to ensure the undisrupted services of the County following the resignation of the Executive Director of the Office of Community Reinvestment; and

WHEREAS, Kane County is in immediate need for additional funding for the temporary Director to minimize disruption of essential County services and ensure staffing needs, reporting, and regulatory deadlines are met; and

WHEREAS, the Finance Department/Purchasing Office has requested and received emergency purchase authorization from the Kane County Board Chairman, pursuant to Kane County Code Chapter 2, Article VI, Division 3, Section 2-217 (A) for services relating to a temporary Director of the Workforce Development Division agreement with John Duguay, contracted through MGT Impact Solutions, LLC (MGT) of Tampa, FL, in an amount not to exceed $50,000 for a not to exceed total of $100,000 from the Workforce Development Division funds (480.98125.98100.02.505090); and

WHEREAS, John Duguay contracted through MGT Impact Solutions, LLC (MGT) of Tampa, FL, is available for a term not to surpass November 30, 2025, in an amount not to exceed a total of $100,000 and has the needed skills as best suited and cost-effective to provide these emergency services.
