REVISING OFFICE OF EMERGENCY MANAGEMENT TEMPORARY SHELTER FACILITIES MEMORANDUMS OF UNDERSTANDING (MOU)

WHEREAS, the Office of Emergency Management is responsible for providing emergency services on behalf of Kane County residents affected by emergencies or disasters, which may require nearby facilities; and
WHEREAS, Kane County has no County owned buildings suitable for such purposes; and
WHEREAS, government, nonprofit, and private facility owners and operators have indicated willingness to temporarily allow use of their buildings for emergency shelters and related support purposes; and
WHEREAS, on May 14, 2024, the Kane County Board approved Resolution 24-199, authorizing the Director of Emergency Management to enter into Emergency & Disaster Memorandums of Understanding and approved the MOU form titled "Temporary Mass Care Facilities"; and
WHEREAS, current emergency management practices have expanded facility use beyond temporary shelters to include relocation facilities, multi-agency resource centers, family assistance centers, and similar functions; and
WHEREAS, establishing Memorandums of Understanding between the County and prospective facilities provides clarity regarding facility use, right of refusal, compensation, liability, and related matters; and
WHEREAS, both the Kane County Office of Emergency Management and the Kane County Health Department have potential needs for temporary facilities for similar purposes and desire to collaborate to use one process for establishing MOUs with prospective property owners and have revised the draft MOU to better reflect current practices and needs.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board approves of the attached Memorandum of Understanding; and
