AUTHORIZING THE PURCHASE OF BODY SCANNERS FOR THE JUVENILE JUSTICE CENTER

WHEREAS, the Kane County Juvenile Justice Center is under the dual oversight of both the Illinois Department of Juvenile Justice (IDJJC) and the Administrative Office of the Illinois Courts (AOIC). Section 3-15-3 of the Unified Code of Corrections [730 ILCS 5/3-15-3] provides IDJJ the authority to set standards for county operated juvenile detention centers. Section 2602.50 of the IDJJ Standards for County Operated Juvenile Detention Centers states "following admission, a strip search may be administered only when there is individualized, reasonable suspicion." Section 9.7 of the AOIC Juvenile Detention Standards states that in order to conduct a strip search, "individual determination shall be made based on documented probable cause, objective information, and reasonable belief about the specific resident in the specific situation which cannot be detected through a lesser invasive search shall be the required standard."; and
WHEREAS, the Kane County Juvenile Justice Center has received four (4) estimates for body scanners and Secure Technology Value Solutions is able to provide the desired equipment, at the best price and is also the only vendor offering a three (3) year warranty/service plan at no additional expense.; and
WHEREAS, the Juvenile Justice Center desires to purchase two Millimeter Wave Body Scanners from Secure Technology Value Solutions at a total cost of Two Hundred and Eighty-Five Thousand Dollars ($285,000).
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that Madam Chair is authorized to sign a contract for the purchase of two Millimeter Wave Scanners from Secure Technology Value Solutions, at a cost of Two Hundred and Eighty-Five Thousand Dollars ($285,000).
