AUTHORIZING YOUTH SUBRECIPIENT AGREEMENTS FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT PROGRAMS FOR PROGRAM YEAR 2026

WHEREAS, the County of Kane administers annual allocations of federal workforce development funding provided by the Illinois Department of Commerce and Economic Opportunity (DCEO) for Local Workforce Innovation Area 5 (LWIA 5), which includes Kane, Kendall, and DeKalb Counties; and
WHEREAS, such funding is authorized under the Workforce Innovation and Opportunity Act (WIOA) and supports career and employment readiness services, work-based learning opportunities, and occupational skills training for eligible youth participants; and
WHEREAS, the County anticipates receipt of a formula allocation under WIOA for Program Year 2026 (July 1, 2026 through June 30, 2027) to provide services to in-school and out-of-school youth throughout LWIA 5; and
WHEREAS, the County has historically contracted with qualified outside entities to deliver in-school and out-of-school youth programming throughout the three-county service area; and
WHEREAS, in accordance with applicable federal, state, and county procurement requirements, the County published a Request for Proposals (RFP) to solicit qualified providers with the demonstrated capacity to deliver youth services in LWIA 5; and
WHEREAS, the Workforce Development Department reviewed and evaluated all proposals received in accordance with the established scoring criteria, including provider experience, demonstrated capacity, program design, and past performance; and
WHEREAS, the Workforce Development Board and Youth Committee reviewed the results of the competitive procurement process and recommended the providers listed below for Program Year 2026 youth services funding.
