AUTHORIZING OPIOID RESPONSE COMMUNITY IMPLEMENTATION PROJECTS

WHEREAS, according to the Centers for Disease Control and Prevention, from 1999 to 2020, more than 500,000 Americans died from an opioid overdose (including Rx and illicit opioids), which is seen as an epidemic; and

WHEREAS, in 2025 there were 59 drug-related deaths (35 opioid-related) in Kane County; and

WHEREAS, as part of the 2024 community health assessment conducted by the Kane County Health Department, behavioral health (including mental health and substance use) was identified as a top health priority in Kane County; and

WHEREAS, the Kane County Health Department carries out opioid overdose response strategies through the Illinois Department of Human Services State Opioid Response grant; and

WHEREAS, these activities are essential to combat the opioid epidemic and reduce overdose-related mortality for the residents of Kane County; and

WHEREAS, the Kane County Health Department issued a competitive Request for Proposals to identify projects that will reduce overdoses through community led efforts that include improving access to naloxone, increasing utilization of recovery coaches, conducting street outreach, and enhancing linkages to treatment opportunities.

NOW, THEREFORE, BE IT RESOLVED that the Health Department be authorized to purchase contractual services for an amount not to exceed two hundred eighty-nine thousand eight hundred seventy-one dollars and fifty-two cents ($289,871.52) and include the following projects: Ecker Center for Behavioral Health - $50,000, Association for Individual Development - $50,000, Gateway Foundation, Inc. - $50,000, Greater Family Health - $45,371.52, Mathers Recovery LLC - $45,000, and the START Program - $49,500.
