WHEREAS, the Cindy Bischof Law, which was effective January 1, 2009, requires that offenders pending charges or convicted of Violation of Orders of Protection may be ordered to active Global Position Satellite monitoring; and

WHEREAS, Public Act 98-1012 greatly expanded the offenses for which the court may order a respondent to be placed under electronic surveillance; and

WHEREAS, the Illinois SAFE-T Act took effect in 2023 and still supports the continued need for and regular use of electronic home monitoring (EHM) services; and

WHEREAS, the Kane County Sheriff's Office has operated an Electronic Monitoring Program since September of 2019, and wishes to continue and expand the capacity of the program to alleviate Kane County Corrections population and support incarcerated citizen community re-entry initiatives; and

WHEREAS, as the contract with the current EHM provider expires on April 30, 2025, RFP #252-010-TS was published requesting bids for the Kane County GPS EHM Monitoring service system in March 2025, and five (5) bids were received, opened, and evaluated; and

WHEREAS, the evaluation team's scoring of bids determined that Sentinel Offender Services, LLC (Sentinel) of Anaheim, CA, was the most responsive vendor based on its qualifications, offer of scope of services, capability, experience, proposal compliance, and cost; and

WHEREAS, the Kane County Sheriff's Office proposes to enter into the attached contract with Sentinel for the Electronic Monitoring equipment and service for two years with optional three one-year extensions. Individuals enrolled in the EHM program will pay for the cost, which will be supplemented by the Sheriff's Office Corrections Detainee Food budget.
