AUTHORIZING A CONTRACT WITH IC SOLUTIONS FOR THE KANE COUNTY ADULT JUSTICE CENTER TELEPHONE/VIDEO VISITATION SYSTEM

WHEREAS, the Kane County Sheriff's Office requires telephone/video visitation services for its Detainees and has historically contracted for said services; and

WHEREAS, proposals have been solicited and received by the Kane County Purchasing Department for the telephone/video visitation system through RFP 25-025; and

WHEREAS, six (6) proposals were received, reviewed, and evaluated, with Inmate Calling Solutions, LLC (d/b/a IC Solutions), 2200 Danbury Street, San Antonio, TX 78217, KCSO's current provider, having the highest evaluation score and therefore is the most qualified vendor; and

WHEREAS, IC Solutions (ICS) has agreed to install, operate, and maintain Equipment at no charge to the County. ICS will pay County the commission in consideration of the County granting ICS exclusive rights for the installation and operation of Equipment servicing the Service Locations. No Commissions shall be paid to the County on amounts relating to taxes, regulatory surcharges such as the universal service fund, or other fees and charges not applicable to the billed calls; and

WHEREAS, according to the service option selected (#2), ICS shall pay to the County a commission of 65% of the gross call revenue for all call types generated from the County's Service Locations. ICS shall also pay to the County a commission of 25% of any service fees collected with respect to video visitation services, email and text messaging, and tablet usage. This plan also included Lightning Law services for detainees and a dedicated part-time onsite tablet administrator; and

WHEREAS, ICS will pay Commissions to the County on a monthly basis on or before the first business day occurring 45 days following the end of the month in which such Commissions are earned or accrued. Such Commissions shall be se...
