AUTHORIZING BUDGET ADJUSTMENTS TO ACCOUNT FOR ADDITIONAL REVENUE, AND THE EXPENSES RELATED TO STAFF INCREASES, AND COMMODITY INCREASES FOR THE JUVENILE JUSTICE CENTER

      WHEREAS, the Chief Judge of the Sixteenth Judicial Circuit and AFSCME Local 3966 have entered into a collective bargaining agreement (CBA) concerning wages, hours of work, and other terms of employment for Court Services, and the Public Defender, which were not yet determined for the FY24 budget and need to be reflected in the Court Services' budget; and      
      WHEREAS, the Administrative Office of Illinois Courts (AOIC) has approved an additional $548,092.00 of revenue in Probation Salary Reimbursement for Court Services due to union salary increases and an increase in certain staff reimbursement rates; and      
      WHEREAS, AOIC has deemed a good cause justification for staff salary increases as said salary increases are reasonable and equivalent to other jurisdictions statewide; and      
      WHEREAS, the Juvenile Justice Center has a need for additional funds in certain contractual and commodity line items that were not known when the fiscal year 2024 budget was in the process of being drafted and ultimately passed; and      
      WHEREAS, the additional revenue of $548,092 exceeds the amount needed for the below listed budget adjustments of $324,215, resulting in $223,877 being added to the County's General Fund to be used for contingency or any other county need;      
      NOW, THEREFORE, BE IT RESOLVED that the Kane County Board that a budget adjustment be made to fund these increases in revenue and budget line items as follows:
