WHEREAS, Kane County administers federal workforce development funding provided by the Illinois Department of Commerce and Economic Opportunity (DCEO) for Local Workforce Innovation Area 05, which includes Kane, Kendall, and DeKalb Counties; and

WHEREAS, said funding is authorized under the Workforce Innovation and Opportunity Act (WIOA), which supports career and employment readiness services, as well as occupational training opportunities for area job seekers; and

WHEREAS, the State of Illinois Fiscal Year 2026 budget includes $5 million in General Revenue Funds for Local Workforce Innovation Areas (LWIAs) to support workforce services provided in coordination with WIOA programs, with supplemental support allocated by DCEO through a needs-based assessment; and

WHEREAS, Kane County has applied for and anticipates being awarded up to $251,491 in Supplemental State Grant funds during Program Year 2025, which will be used to implement projects that advance Illinois' WIOA Unified State Workforce Plan and address strategies outlined in WIOA Notice No. 24-NOT-06; and

WHEREAS, the County will collaborate with existing subrecipients, regional employers, labor unions, and eligible training providers to implement initiatives that serve youth, early-career jobseekers, and other underrepresented populations facing barriers to employment in Kane, Kendall, and DeKalb Counties; and

WHEREAS, in order to effectively implement these projects, the County may amend existing contracts to incorporate Supplemental State Grant funds and ensure timely program delivery in compliance with WIOA and DCEO requirements.
