Resolution Approving a Medical Expense Reimbursement Plan (MERP) for the Forest Preserve District of Kane County

WHEREAS, The Forest Preserve District of Kane County, Kane County, Illinois, (District) seeks to provide a cost-effective, competitive, and compliant benefits package to its employees; and
WHEREAS, the District is a member of the Illinois Personnel Benefit Cooperative (IPBC) through which WEX, a global commerce platform, is available to design and administer benefit plans pursuant to Section 105 of the Internal Revenue Code; and
WHEREAS, A Section 105 plan is an IRS-approved, employer-sponsored arrangement allowing employers to reimburse employees tax-free for qualified medical expenses; and
WHEREAS, the District desires to establish a Section 105 Medical Expense Reimbursement Plan to incentivize employees with alternate coverage options who decline the District’s health insurance plan; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Forest Preserve District of Kane County, Kane County, Illinois, that a Medical Expense Reimbursement Plan for the employees of the District is hereby approved the and that the Executive Director is authorized to execute an accountable plan document to establish and administer the Plan for the benefit year beginning July 1, 2026.
