ADOPTING THE COMPENSATION AND POSITION MANAGEMENT POLICY WITHIN THE KANE COUNTY PERSONNEL POLICY HANDBOOK AND ESTABLISHING INITIAL SALARY RANGES (AS AMENDED ON FLOOR)

WHEREAS, the Human Service Committee periodically recommends that
additions be made to the Kane County Personnel Policy Handbook to provide guidance and establish procedures for County departments to ensure compliance with all applicable regulations; and
WHEREAS, a policy is needed to establish and maintain competitive salary ranges consistent with the economic/budgetary requirements of the County which will allow the County to effectively compete for qualified personnel, retain productive employees, and ensure that salaries are transparent, equitable, and commensurate with the duties performed by each employee in compliance with applicable laws and regulations; and
WHEREAS, the Human Resources Department has conducted industry research and consulted with department and office staff to determine initial grades and ranges based on the current pay practices within Kane County departments and offices; and
WHEREAS, the Human Resources Department has consulted with department and office staff to place incumbent employees in the equitable place within the salary range for their position; and
WHEREAS, the policy and ranges will continue to be evaluated and updated to ensure effectiveness.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the
Compensation and Position Management Policy as set forth as "Exhibit A" is hereby added to the Kane County Personnel Policy Handbook.
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Kane County Board that the initial salary ranges attached hereto as "Exhibit B" are hereby adopted to the Kane County Personnel Policy Handbook.
