Authorizing Contract for Medical Services for the Juvenile Justice Center

WHEREAS, Pursuant to Section 3-15-2 of the Unified Code of Correction [730 ILCS 5/3-15-2] and the Administrative Office of the Illinois Courts Juvenile Detention Standards Section 6, the Kane County Juvenile Justice Center is required to provide reasonable and necessary medical care to detained youth; and
WHEREAS, Advanced Correctional Healthcare of Franklin TN, has met all of the requirements as specified in the request for proposal (RFP 25-028-TK JJC Medical Services) and have been determined to be the most responsible bidder. The Juvenile Justice Center has had a relationship with Advanced Correctional Health (ACH) since 2011. They have the knowledge, expertise and personnel to provide quality service to youth detained at the Juvenile Justice Center and have provided exemplary service; and
WHEREAS, the Juvenile Justice Center's current contract with Advance Correctional Healthcare (Resolution No: 25-0130) expires on January 31, 2026. The new agreement is a four (4) year contact with an annual cost of five hundred six thousand three hundred and thirty-three dollars ($506,333) in the first year, with annual increases of five percent (5%); and
WHEREAS, the annual cost of the first year of this medical services contract with Advanced Correctional Healthcare has been budgeted for.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that Madam Chair be authorized to sign this resolution approving a (4) year contract with Advanced Correctional Healthcare to provide medical services at the Juvenile Justice Center at a monthly cost of forty-two thousand one hundred and ninety-four dollar ($42,194) in the first year of the contract. The contract commences on February 1, 2026, and runs through January 31, 2030 and includes a mutual option for a one (1) year extension.
