AMENDING RESOLUTION 23-206 TO ADOPT A NEW PROCESS FOR APPROVING LOBBYIST CONSULTANT INVOICES

WHEREAS, by Resolution 23-206, the Kane County Board authorized the Kane County Board Chairman to enter into a professional services agreement with McGuireWoods Consulting, LLC, for a period of two (2) years with the option of two (2) one-year extensions if mutually agreed upon, for professional government relations consulting and legislative lobbying services, at a cost of Ten Thousand Dollars ($10,000) per month; and
WHEREAS, by Resolution 23-206, invoices are to be approved by the County Board Chairman and reported to the Legislative Committee, Executive Committee, and the County Board; and
WHEREAS, by Resolution 23-206, McGuireWoods Consulting, LLC, reports to the Legislative Committee; and
WHEREAS, the professional services agreement with McGuireWoods Consulting, LLC, provides that "[t]he Consultant will submit to the County an itemized monthly invoice reflecting the work completed within the preceding calendar month and the time spent thereon"; and
WHEREAS, McGuireWoods Consulting, LLC, has been retained as a lobbying organization by the Kane County Board to advocate on its behalf, and their services are of strategic importance to the County; and
WHEREAS, it is necessary to amend the Resolution 23-206 as the Legislative Committee and the Kane County Board seek to establish a consistent, streamlined process for reviewing and approving invoices from McGuireWoods Consulting, LLC; and
WHEREAS, because McGuireWoods Consulting, LLC, reports to the Legislative Committee, the Legislative Committee Chair(s) should be provided with the invoices from McGuireWoods Consulting, LLC, and the Legislative Committee Chair(s) should review and approve of such invoices for payment processing by the Finance Department.
