AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF AURORA FOR LEAD SERVICE LINE REPLACEMENT ON SOLFISBURG AVENUE

WHEREAS, Kane County approved $470,000 (Four Hundred Seventy Thousand Dollars) of State and Local Fiscal Recovery Funds (SLFRF) toward Lead Service Line Replacement in unincorporated Aurora Township on January 10, 2022 (Resolution 23-02; and
WHEREAS, pursuant to the Environmental Protection Agency and 415 ILCS 5/17.12, there is no safe level of lead and because lead containing service lines will convey this harmful substance to the drinking water supply, full water service line replacement is necessary and effective in reliably achieving long-term reductions in drinking water lead levels; and
WHEREAS, lead service line replacement was completed in the Ogden Gardens subdivision, Aurora Township in 2025 to ensure safe drinking water for the subdivision and its residents; and
WHEREAS, adjacent residents on Solfisburg Avenue in unincorporated Kane County were identified as having a high density of lead service lines requiring replacement and the County desires to direct the remaining $200,000 of the original SLFRF allocated towards Lead Service Line Replacement to replace lead services for unincorporated residents on Solfisburg Avenue in connection with the City of Aurora watermain replacement project.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Intergovernmental Agreement between the County of Kane and the City of Aurora for Lead Service Line Replacement Project on Solfisburg Avenue in Aurora, Illinois allocating $200,000 towards lead service line replacement is authorized and the Chairman thereof is directed to sign the Intergovernmental Agreement and further that the Fiscal Year 2026 budget be adjusted as follows:
