AUTHORIZING AN INTERGOVERNMENTAL POLICE SERVICE ASSISTANCE AGREEMENT BETWEEN KANE COUNTY ON BEHALF OF THE KANE COUNTY SHERIFF’S OFFICE AND DUPAGE COUNTY

WHEREAS, the Constitution of the State of Illinois of 1970, Article VII, Section 10, provides that units of government may contract or otherwise associate among themselves to obtain or share services and to exercise, combine or transfer any power of function in any manor nor prohibited by law or by ordinance and may use their credit, revenues and other resources to pay cost related to intergovernmental activities; and
WHEREAS, pursuant to 725 ILCS 5/107-4, this Agreement recognizes that a peace officer has authority in jurisdictions other than its own in certain circumstances; and
WHEREAS, the Counties of DuPage and Kane recognize that law enforcement mutual aid is most effective if those public agencies that could potentially benefit from law enforcement mutual aid and those willing to provide mutual aid are willing to enter into a mutual aid agreement such as this Intergovernmental Police Service Assistance (IPSA) Agreement; and
WHEREAS, in order to have an effective law enforcement mutual aid system, it is reasonable and desirable to have the terms of that mutual aid set forth in an Intergovernmental Police Service Assistance (IPSA) Agreement; and
WHEREAS, the DuPage County Sheriff’s Office (hereinafter “DuPage”), by and through the County of DuPage, requested that the Kane County Sheriff’s Office (hereinafter “Kane”), by and through the County of Kane, assist with law enforcement mutual aid in the execution of police services related to the President’s Cup Golf Tournament to be held at Medinah Country Club from September 22, 2026 to September 27, 2026; and
WHEREAS, DuPage agreed to reimburse Kane for assistance provided by its officers up to a rate of $100.00 per hour; and
