RATIFYING EMERGENCY PURCHASE AFFIDAVIT FOR INTERIM DIRECTOR SERVICES FOR KANE COUNTY EMERGENCY COMMUNICATIONS AND AUTHORIZING EXECUTION OF PROFESSIONAL SERVICES AGREEMENT

WHEREAS, there is a vacancy in the position of Director of Communications for Kane County Emergency Communications (“KaneComm”); and
WHEREAS, KaneComm is an essential emergency services function for the people of Kane County; and
WHEREAS, KaneComm is in need of immediate services from a temporary Director in order to address critical staffing and organizational needs to continue to provide critical emergency services to the public; and
WHEREAS, continued vacancy in the position of Director of Communications for KaneComm poses a disruption to the essential services provided by KaneComm; and
WHEREAS, the Human Resources Department has requested and received emergency purchase authorization from the Kane County Board Chairman, pursuant to Kane County Code Chapter 2, Article VI, Division 3, Section 2-217 (A) for Interim Director services with Derek Poarch and Associates of Lenoir, NC in an amount not to exceed $200,000) from KaneComm funds; and
WHEREAS, Margie Moulin is available on a contract basis through Derek Poarch and Associates and has the needed skills and experience managing an emergency communications center to provide Interim Director services to KaneComm; and
WHEREAS, the estimated cost of the scope of services provided by Derek Poarch and Associates including consulting fee and expenses is estimated not to exceed $200,000 for the for a 6-month period beginning on September 21, 2026; and
WHEREAS, it is in the best interest of the County to immediately address the Interim Director needs of KaneComm.
NOW, THEREFORE, BE IT RESOLVED that the Kane County Board hereby ratifies the Emergency Purchase Affidavit for Interim Director Services for Kane County Emergency Communications from Derek Poarch and Associates of Lenoir, NC in an amount not to exceed Two Hundred Thousand ...
