WHEREAS, Kane County administers annual allocations of federal workforce development funding provided by the Illinois Department of Commerce and Economic Opportunity for the Local Workforce Development Area, which includes Kane, Kendall and DeKalb Counties; and

WHEREAS, said funding is authorized under the Workforce Innovation and Opportunity Act (WIOA), which supports career and employment readiness services, as well as occupational training opportunities for area job seekers; and

WHEREAS, the lease for the current DeKalb office located at 650B Peace Road, Dekalb, Illinois, 60115 terminated on March 31, 2026; and

WHEREAS, the Peace Road location presents accessibility barriers due to limited proximity to public transportation, which may impact equitable access to workforce services; and

WHEREAS, relocation of the DeKalb office will improve service delivery capacity, increase customer access, and strengthen alignment with employer and economic development partners; and

WHEREAS, 2179 Sycamore Rd Unit #103 is located in a highly visible commercial center in DeKalb and is accessible by public transportation; and

WHEREAS, Local Workforce Innovation Board # 5 serving Kane, Kendall, and DeKalb counties has approved the relocation at their Workforce Board meeting on March 18, 2026; and

WHEREAS, sufficient WIOA grant funds are available and allowable under federal and state guidelines to fully support the cost of this relocation, and no County General Fund dollars will be required; and

WHEREAS, pursuant to section 5-1083 of the Counties Code (55 ILCS 5/5-1083), the Kane County Board may lease real estate for public purposes; and
