AUTHORIZING CONTRACT FOR PRISON RAPE ELIMINATION ACT (PREA) RESIDENT REPORTING SERVICES FOR THE JUVENILE JUSTICE CENTER

WHEREAS, pursuant to Title 28, Part 115 of the Code of Federal Regulations, juvenile detention facilities must comply with the Prison Rape Elimination Act to prevent, detect and respond to all incidents of sexual abuse and harassment in a confinement setting, and shall provide a confidential mechanism for residents to report such incidents to an external agency; and
WHEREAS, Family Service Association of Greater Elgin is the sole service provider that is able to accommodate the PREA requirement to immediately forward resident reports of sexual abuse and harassment to Juvenile Justice Center officials, is familiar with the operations and protocols of the facility, provides SASS crisis services to facility residents and provides MHJJ services to the juvenile court. Family Service Association of Greater Elgin specializes in working with at-risk children and maintains a crisis response worker on staff 24 hours a day; and
WHEREAS, the Juvenile Justice Center desires to engage the services of Family Service Association of Greater Elgin to provide PREA resident reporting services to detained youth.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman is authorized to sign a three (3) year contract with Family Service Association of Greater Elgin to provide PREA resident reporting services for detained youth at the Juvenile Justice Center commencing September 1, 2023, through August 31, 2026, at a cost of Sixteen Thousand, Eight Hundred Dollars ($16,800) per year.
