WHEREAS, pursuant to the Substance Use Disorder Act (20 ILCS 301/5-23) and Executive Order 17-05, the Director of the Illinois Department of Public Health issued the "Illinois Opioid Reversal Agent Standing Order" to authorize "Naloxone Entities" to obtain and/or distribute opioid reversal agents to those who may assist an individual suffering from an opioid-related overdose; and

WHEREAS, the Kane County Health Department is a "Naloxone Entity" as it has established an Overdose Education and Naloxone Distribution Program, which is registered with the Illinois Department of Human Services Division of Substance Use Prevention and Recovery's ("IDHS/SUPR") Drug Overdose Prevention Program; and

WHEREAS, In Kane County, opioid use has reached a critical scope, affecting people across various demographics and leading to a surge in opioid-related emergency room visits and fatalities. The widespread availability of both prescription opioids and illicit drugs like fentanyl has intensified the crisis, prompting local authorities to prioritize prevention, education, and expanded treatment options; and

WHEREAS, Naloxone has proven highly effective in saving lives during opioid overdoses by quickly reversing respiratory depression, a common cause of death in such cases. Increasing Naloxone access throughout the community provides a crucial window for additional medical intervention, significantly reducing fatality rates in opioid-related emergencies; and

WHEREAS, Kane County Health Department manages a comprehensive program to reduce overdoses, including providing naloxone to the community; and
